I play Federation Commander and TNG vessels just would not translate into that system without a major change to the rules. Even the developers understand this. Plus the biggest reason there is no TNG game is because Paramount guards the IP almost as much as GW does with theirs. The reason there is ToS only games is because they allowed the universe to be made into ship combat and rpgs in the late 70s and early 80s and the company has stuck to the letter of the contract.
There is fan created systems for star fleet battle and federation commander for TNG but you will have to use hero clix or micro machine vessels. However, I am not too crazy about the fan made stuff because it just does not scale correctly. It is sort if like putting current military equipment against early war Flames of War armies. The starships in TNG would be able to move half way across the board in a turn and shoot just as far but take little damage but to shields.
I know this is not what you want to hear but it is the company protecting their IP. There is an TNG RPG First Season sourcebook that was offically published in the late 80s or early 90s. I have it in my basesment somewhere. If you can find it on Amazon or Ebay you might be able to come up with some fan rules. I will look for it and send you the isbn.

Here is two game books from FASA that I believe the only ones that were offically released for TNG universe:
ST:TNG First Year Sourcebook ISBN: 0-931787-38-6
ST:TNG Officer Manual ISBN: 1-55560-079-4
They were both released as an update to the Star Trek: The Role Playing Game. The Sourcebook came out first and the Officer Manual is a much more detailed version of the book which is almost 3 times as thick. You can get both books on Ebay and Amazon for around $2 to $3 used each.
I think a skirmish game would be cool based on the Away Team. I remember that they came out with a horrible RTS computer game with tanks and the like for ST: TNG. It was horrible but would be an interesting aspect for table top Micropanzer type scale.

Apparently it was signed when Star Trek was considered a dead property, so it's perpetual (never expires), only covers TOS, maybe a few related bits (The cartoon?) but definitely no TNG or further. I've heard there's clauses that limit how often they can use certain character names and such, so it's kind of a legal, approved version of the 'not-whatever' homage minis many companies do. Paramount is apparently not fond of the license, not since Star Trek became a big deal property for them, but can't do much about it. The SFB universe has developed into its own 'thing' with a future that is generally more combat-heavy than the primary Star Trek universe.

SFB, Federation Commander and Call to Arms covers the wars and conflicts only hinted at in the ToS & Cartoon. The missions can be fun but it still all comes down to who can beat the tar out of the other person.

SFB is academically interesting but honestly it seems be composed of pure Anti-Fun, the same substance used to print Champions rules.
SFB is great for those who want extreme detail. It runs much like modern naval battle simulators such as Harpoon and its variants. It goes for detail and realism at the cost of all else. Its got a loyal fan base, but its very slow pace makes it hard to attract new players, especially young people. I picked up a rulebook really cheap just to check it out...and when I saw the rules were done in legal format...IE "see section 12.1.15a..." I proceeded to skim it and file it into the rulebook collection on my bookshelf.

Just thinking you could use the fed commander ships already made. The 1701E would be a battlecruiser on fleet scale and a Borg Cube would be a Star Base not using their fleet scale.

The problem with using miniatures is that all the companies that make TNG minis do not have things in scale. The cube would have to be something that you make yourself of in a model of.

I think you would like Fed Commander better than SFB. Trust me. It is much faster but has enough detail to make you happy. Plus the 2500 Star Line miniatures are better than the 2400 Star Line miniatures. They are a bit bigger and with a bit more detail. However, their are a bunch more 2400 Star Line miniatures and in the 2500 line.
SFB/Fed Commander normally use a hex system but there is a converstion in the rules for using non-hex boards.

I've been looking over my Star Fleet ACTA book lately, andfrom my reading so far I think that book would be a good starting place for a TNG-era game. As others pointed out, having a set of minis that are all in scale with each other would be a very difficult task. Of course, that might not be a big issue, due to the fact that the visual effects guys that worked TNG, DS9, and Voyager often played very fast and loose with scaling anyway! For example, the Klingnon Bird of Prey was shown at something like half a dozen different sizes over the years.

And that's the problem. Much like Champions' attempt to make superheroes balanced and well defined, IT MISSES THE WHOLE FEELING OF THE SOURCE MATERIAL. Star Trek is not about 'realism' or 'detail' and SFB is basically a very detailed modern naval warfare simulator with a Star Trek skin over it.
instead of being Captain Kirk and zapping aliens, players are accountants allocating power to different subsystems and reading books that are less exciting than tax forms.

I hate to let my inner nerd show but there are many different classes of the Bird of Prey. I think in the episode "Yesterday's Enterprise" where the 1701-C came back in time and changed the time line it was the largest Bird of Prey there was in the show. If you look at the size of the Enterprise from Enterprise, ToS to TNG the original NX class would be roughly the size of the Saucer section of the 1701. The 1701 was the same size of the Saucer section of the 1701-D. So, the Bird of Prey from Star Trek III was a scout class vessel it was roughly the size of the the 1701. They got slightly bigger but the sizes didn't change to much over time.

The Starline 2400 and 2500 miniatures are on par with scale (except with planets, monsters and starbases) with each other but if you start to bring in hero clix and micro machines they will be way off. Honestly if you want a true scale 1701-D with the Starlines miniatures you would have to use the 1701-D Die-cast toy from the late 80s. But with all three games (SFB, FC & ST:ACTA) they run on a hex system which each hex is suppose to be 10,000 square KM. So, the miniatures are just really counters to represent the ship.
