Garbage. Terminator armor costs almost nothing and is far superior.
(Of course even then he's still bad, but the power armor version is even worse.)

Definitely Termie armor.
I love him in shootty lists where you know your squads will never fail a break test (unless you want them to).
His S4 AP2 shots are actually nice too since you get to re-roll to wound.

Yeah give him the terminator armour definitely.
Even then, he is really really expensive, so only worth running at very high points games, say 2500+ points.

I would argue that you can bring him in at 2k in an all-foot list, as he truly boosts your army as a whole.

For the points, get the TDA. The only reason to field him without it is you are, like me, a WYSWYG guy and have the old model. I'm a little irritated that his basic armor is not even artificer armor anymore, but I guess GW needed a reason for people to buy the new kit.

In power armor, you can attach him and maybe a friend to some tacticals or assault marines with no jump pack and drop pod them in, making for easy LOS rolls and other fun stuff.
The key most people forget is TDA won't allow the unit to sweeping advance and most dedicated HQ's and other melee killy things aren't going to care that you are in 2+ armor anyway.
He works well in both power armor and termi armor, but it's all up to your list. IE: Don't put power armor calgar with terminators.

He can do this in TDA as well.
