Which is better? The IG are going to be allies and will include some Infantry and Heavy Weapon Squads.
The Leman Russ has a str8 ap3 large blast ordinance weapon and av14
The Manticore has a srt10 ap4 D3 large blast, ordinance barrage weapon and av12
The Basilisk has a str9 ap3 large blast, ordinance, barrage weapon and av12
They will both be providing fire support from behind a ADL

If you've got adequate AP2 elsewhere in the form of plasma and lascannons, the manticore is an excellent choice. I haven't found a more reliable way to get the initial pen on quantum shielded vehicles, and it's gotten even more relevant with the large number of multiwound and FNP T5 models from the CSM 'dex.

Hmm, seems like your list has plenty of infantry slaying capabilities. S9/8 spam is already pretty prevalent as well, I'd go with the Manticore.

Just looking at your list:
You have 11, AP2 weapons the rest are AP 4 and 5. You may trouble facing a troop heavy MEQ. With that in mind this is what I would do.
I would drop the Pred and go with 2 LRBTs (in a squad), or a Vindicator and a LRBT, A basilisk will work for AP3 but if you are firing at less than 36" you must scatter the full dice amount rolled even if you have line of sight to the target. It does have barrage to try and snipe model which is cool but with 1 shot per turn is not worth the loss of the LRBT IMO.
Also I'd get a scout sqd with Telion to run the quad gun.
Otherwise its a pretty solid list.

Do not get a Scout Squad w/ Telion to man the gun. Just use a combat squad to do so, either the PC one, or the Lascannon one.
I'd drop the 5man Squad in the Razorback, and use the extra points to make the manticore battery bigger. Hide behind a big hill or building, and enjoy demolishing vehicles on their side armor, and sniping out special weapons, heavy weapon teams, HQs, etc.

LRBTs are garbage. If you want a splat cannon, the basilisk is better, as it has +1S (so can much more reliably pen vehicles with ordnance), hits vehicles on side armor, and can ignore cover saves against targets not in area terrain. It's not worth that in combination with the extra points cost to take a russ.
That said, I'd still probably take the medusa. It doesn't get to shoot over stuff, but it's a serious threat to everything in the game outside of fliers. S10 and, more importantly, AP2 (or 1 if you like) makes it an actual threat against vehicles, and you also get the ability to hose down terminators, throw wounds off of dreadknights, and REALLY screw up draigowings.

Medusa with camo. You're already taking a wall, so the 3+ cover makes that tank stick around and put out more hurt than the other options.

I hate to admit it, but I've fallen in this camp too. The basic russ doesn't cut it anymore.
Manticores, Medusae and Executioners/Demolishers are pretty much what I run now.
I agree with Matt, if you're taking an ADL, the Medusa can live for a while with camo netting, and is a great way to spend those points.

You obviously missed the reason to this setup.
Telion can choose who to wound in a squad with every shot (not only 6es), combined with him manning the quad gun you got a BS5 twin-linked S7 shots that you can aim at specific models no matter how many bodies they hide behind. no warlord is safe, no hidden weapons are safe.
