You have to buy the kit, though oddly I don't recall that one ever being there when I got the kit a few years ago.

To me, it looks like it's made of the same pieces as the building to the far right.

If you look at some of the walls with broken off corners on both buildings, you can see the similarities.

All of these buildings are essentially just the same bits in different amounts. You can construct any shape you wish.

not the same at all, actually, unless you don't care about the style of the walls. each building has it's own wall patterns and buttress style.

Yes, that second building uses only parts from the Sanctum Imperialis. And, as already said, you see those tiles from the other side as in the fourth building. And it is no problem to mix those parts with some common sense (like not mixing window types too much).
