Hasslefree has a bunch of non-com types as well as someangster types. they are proper 28mm rather than heroic, but they might be of use?

There are literally dozens of different companies - though if you are just looking for a torso, chances are better than not that you will need a razor saw to hack it out of a complete figure.

A few cautions about scale, what minis do you want to use it with?

Copplestone is on the low end of 28mm, more like 25mm and will look like kids next to GW minis.

Warzone is on the high end, more like 32mm.

I of course once tried an army that mixed Copplestone and Warzone... it did not go well.

Reaper is a bit bigger than GW but not much. They're usually a good fit.

As for bare torsos, both Catachans and Chaos Maruaders could fit, though they are both in the Conan rock hard abs model.

You can also check Reaper for words like Post-Apoc, Survivor or Zombie Hunter for a while slew of armed folks in ragged clothes.
