I would try liquid green stuff first, so the "leak" has some volume to it and isnt just flat against another surface. Then as glossy of a black as possible

I've had great success with oil paints so far. Or if you didn't want to go down that route, I would suggest multiple layers of a thinned down brown wash.
Oil paints would probably work well here to get the oily streaks done, but if you want something already set up and pre-packaged for that kind of work, check out AK Interactive. They've got a pretty awesome line of weathering products along with some other kits. Their weathering products line has a variety of weathering products to match just about anything you need from grime to oil to just general weathered streaking. Minion Studio worked on a Necron Fleet and used some AK Interactive rusting effects to show you a sample of what you can do with AK's products.

You can buy inks from another brand. Coat of arms, for example, or maybe Prince August/Vallejo. Look for inks, not washes like GW current ones, or Army painter's washes.
Another solution would be to mix acrylic paint with gloss varnish. I never tried this since I have inks, but it should work.
would that water effects stuff GW does have a similar effect if mixed with either some paints or a wash? I haven't tried it out yet, just wondering if anyone else has?
Perhaps a glossy mixture with some pearlescent paint added would best represent oil? I've never used the stuff before though, so take that idea with a pinch of salt.
for multiple spills (building up over time i use neat devlan mud (whatever its modern equivalent is) or the MiG oil, grease and stain mixture for larger spills.
If you wanted a glossier mix try black or brown wash with some gloss varnish mixed in, if you need more pigment add some black paint.
