Okay so I just got $60 from a friend for my birthday and GW wise, is there anything within the price range of $60 that would make useful terrain? Is any of the gw terrain even good for 40k relative to the price?

If you can get hold of Pegasus Chemical Plant, Power Plant, or their Hexagon System, those are VERY affordable, highly useful and customizable.. and look good with minimal work.
Plus.. no skulls.

Agreed. They are very affordable. Also you should look in Ebay as well.

A cheap hot wire foam cutter to turn a few bucks' worth of pink closed-cell foam into multiple tables full of hills is $12 or $15, IIRC.

Unless you're looking for buildings, then I suggest black foam core (¼inch thick), some small masonite boards (usually 4'' X 6'' or 6'' X 8'') and use the boards as footprints for buildings, foamcore for the structure. It holds carpenter's glue very well, and the black one takes paint better. If you want a stucco or concrete texture, use gesso before painting.
I made my Infinity board for under 100$ this way.
And once you have dimensions you like, write them down for when you want to add to your collection. LFMF.

4 X 4 piece of plywood.
Small can of your choice of paint for the ground. ( green, grey, brown, tan, etc...)
Paint from your local hobby store. come in around a buck a bottle for the styro
Lichen, wire
Fishtank plants
Balsa wood
X acto saws, knives, blades
wooden disks
glue gun and sticks
wood glue
elmers glue
paint brushes
etc etc etc....
train store run, get stuff from your local guy.
Bachman's a good place to look into.
kick around and dig.
Don't throw your money away, use mine and these other guys suggestions.
Along with that, there is a gak load of stuff you can get along the way, and dumpster diving.
Staples had some card stock, foam board, cutters, etc.
Then we haven't even touched free cardstock terraign...

actually the black is no different than the white. I have never had a problem with applying paint to either one. I do undercoat the white though with black, so in that respect it reduces the process by one step to use the black. The white FC has a slight glossynes to it that IMHO actually helps it and keeps it from absorbing too much paint. I get what I can, the white is easier to find I have noticed.

Plasticville has "o" gauge stuff that scales out pretty well with the larger 28mm figures. Its a bit cheaper than Bachmann.

Granted, it looks a bit out of place when a Land Raider pulls up to a gas station to fight it out with some Necrons...
40K wise, your would probably get the most mileage from scratch building stuff or Pegasus/Tehnolog. The platformer kits are a pretty good value but they also have the Gothic kits which are also quite at home with the 40K aesthetic. $60 will get you a few structures from them.
Scratchbuilding would obviously go further - but that will be dependent on your time/skill level.

I agree with the Pegasus Technog suggestion. Lots of good stuff there.
A sheet of insulation foam for some hills.
Have your hardware store mix you up a gallon of whatever you want your hills and base color to be in the cheapest housepaint they have. Should be about 10 bucks and will go a long way.
If you want a few cheap structures, grab a few of the proxie models buildings. 8 bucks each and have a nice sci-fi look.

Pegasus makes some awesome stuff. And it is inexpensive enough to use on dioramas and dioramic bases for large critters. (Or for units in games like Kings of War.)
$60 or PDF terrain can also go a long way - not as nice, but danged near disposable, and some is... actually quite nice:
That cathedral works very nicely for Mordheim, let me tell you.

I cannot second what Bobtheinquisitor just said enough. Angry Badger does great work, their stuff is ace. And they keep expanding the ranges, little by little.
I think that plastic for terrain is not the good way to go, market-wise. The moulds cost a lot and lead time for development are long, mdf is perfectly serviceable. The advantage of plastic, texture, is pretty moot, imho, has it has very little in-game impact.

Mathieu,
You're killing me. MDF is servicable, but texture -and/or the appearance thereof - is a key element of evocative terrain. And beautiful terrain is one of the most important part of the gaming experience, IMHO.
Though I do admit, that Angrybadger and other MDF terrain makers are doing a better and better job of putting texture, paneling and detail work into their products.
