Well, Play Necrons But I think that you should rethink playing 40K if you only want to win.

This. If you want an auto-win list and don't care about anything else, just microwave your dice and save yourself the trouble of wasting money on an entire army before you find out that a) it's not fun, and b) there's no such thing as an auto-win list.
|
There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices. |

Space Marine all scout army with no weapons over S5. You will ALWAYS win.
Or a Tyranid army with as many Pyrovores as possible. Auto-win.

The best list for the best army is the one you've been practicing with for ten years. I know, it's a bit of a long-term game plan, but it's the only way to be sure.

This makes me so sad, that someone who is clearly quite new to the game, would make this their first priority. Rather than choosing an army that they like, and will enjoy for years to come. :(

Stop playing 40k and start playing a game that doesn't involve rolling dice.
That or, as said, start playing with loaded dice, whatever.

There are no auto-win armies out there in the 40k universe. The player's skill also plays a big role.

Simple. 1 Big Mek and 2 units of 10 Gretchin. Just refuse to play any game higher than 115 points and you'll win every time.

I already get enough flakk from my gaming buddies about my necrons. I actually have to work for my victories, damn it!
To the OP: There's no "I WIN" button. You can lose a game just because the dice gods arent with you. If you want sure win stuff, play something else that doesn't require a lot of dice rolling.

Hmmmm, off the top of my head: Imperial Guard.
Start off with a CCS and really tool this squad up. It needs to be really killy so get all options, grenades, armour, standard you name it. Any spare troops left and you can equip them with with a mixture of special weapons - try to get one each starting with grenade launchers then flamers etc.
For troops go with loads of penal legions. If you can stretch that far, try to add in loads of conscript squads, the more the better.
For tanks, stick with the Punisher - really good and you'll roll lots of dice (more dice equals more winning kills, yes?).
Fast Attack and Elites? Storm troopers are best, avoid spending points on transports, they just get shot at. Don't worry about equiping them with any special weapons, just buy three squads of 5 base storm troopers. Round off with some Rough Riders and Scout Sentinels and you're good to go...

Challenge opponents to a game where you have 2000 points and they have 200 and let them go first just to be sporting.
Or get an 120 storm guardians and an autarch for 1000 points ish. Ally with and Ork army of grots lol.
Image if this was properly possible you could have like 300-400 models.

Really? Then you're doing it wrong
I just started GK to get a break from my Crons and I'm having to work a LOT harder. GK are sooooo slow (except for the DK with teleporters ) and soooo many points. And why can't I have drop pods damn it!

Get footguard with space wolf allies behind a ADL. You may not win tactically very much but you'll make your opponent not want to play anymore!

I'd recommend playing a list of Eldar comprising:
15x Rangers in the open, go go 6+ Cover!
40x Guardians in the open and as close to a flamer unit as you can possibly get.
Those are your troops.
Now the best support units are Fire Prisms with those must have Holofields, Star Engines and Vectored Engines. Spend all the points you can on these, they are your bread and butter.
For fast attack...Swooping Hawks, but don't Deepstrike them. They are too fragile when Deepstriking.
Now your elites is tricky. I'd recommend filling out with full squads of Howling Banshees on foot to take fire away from your deadly Guardians.
Your battlecry will be "WAAAGH....HEEEEEY"
You must scream this with a lisp.
Edit: Battlecry

If there was a single list that never lost, everyone would play it. And then every 40k game would be a draw. Necrons are good. Tau are good. Space Marines are good. As a matter of fact, every army is good if you do it right. So, how do you do things? Find what you like most and pick the army suited to that.
