I had 5 scouts from about two years ago when I picked up the space wolves battle force ... since they only came with the option of bolt pistol / CCW or bolter I just left them unassembled. After looking into possible Deathwing list ideas I figured that I would convert the bolters to sniper rifles then figure out a way to add a cloak on them (the conversion worked well after finishing). Right now I really dont have any $ to spend on 40k so I am looking for a cheap and easy solution for the cloaks, anyone have a few ideas?

Take some green stuff, roll it out flat. Cut out a suitably sized rectangular section.
Introduce some simple folds into it, and pinch the top a little to make it fit the neck a little better. You can also clip the sides to make the top narrow toward the neck.
A little tinkering with the above and you can get some rather nice results. Just don't overwork it.

If you have anything like a paste product in a squeezy metal tube eg. Tomato Puree you can use that its more durable than tin foil and is easily bendable. just watch out for sharp edges

Get some green stuff. This is a cloak that I threw over a cultist, just as a practice for my scouts. It isn't great but it was my first experience with gs and I did do it rather quickly. I think it will clean up a bit with a little lgs, but it was really easy, and cheap.

The thing with metal or foil is that if it gets knocked at all, the paint will just fall off.

Useing a bare metal foil isn't a good idea. But you can use it as a basic shape to sculpt the cloak onto. I've done that on most of the cloaks i did.
But don't use the bog standard alu-foil of the kitchen variaty. I use a 0,15 mm thick metal sheet. The advantage is that you can dryfit it to your model bent the basic shape into it and it will stay stiff enough to sculpt the folds on it without glueing it tho the model.
It is very usefull if you want (and have the skill) to sculpt folds into your cloak. The basic GS method gives you very good results but lacks the ability to add strong defined folds. You'd have to sculpt them on afterwards and i have bad experience doing that as cloak-thin GS is to flexible and will bent while sculpting.
My latest cloak io did with metal sheet is on this model:
You can see the metal shine through on a few spots and on his shoulder you might be able to spot where the metal ends. I sculpted the connecting folds over his shoulders there after gluing the finished cloak on.

Medical and gauze and pva glue. Cut out the gauze in the shape of the cloak and then coat it in pva glue and when it hardens if will even have a nice cloth texture to it. You can even make it look like a ghillie suit if you want.
