My Empress minis arrived yesterday along with the remainder of my terrain order so now I have my mini Fallujah set up and ready to go in order to learn the FoF rules. I had some queries, or rather, issues where I am probably being obtuse so hopefully one of you experts out there can help.
1. Can a unit declare a move and fire action against a unit that isn't in it's line of sight at the start of the move? For example, can a unit declare a move/fire action in which it will go round a building corner and shoot at an enemy unit that hitherto hasn't been in it's LOS?
2. As a corrollary to that, when said unit moves round the corner, becomes visible to the enemy, the enemy can then declare a reaction fire action, correct? Once this is resolved, assuming no casualties or pinning etc, remainder of action is completed, can the moving unit then fire at the enemy unit? Or does the earlier round of fire count as the fire action for that unit that turn?

FoF is a great rule set, bit hard to learn just from reading it (it's one of those games you need someone to walk you through), but once you learn it it's a lot of fun.
1) As far as I know, yes. You can say "This unit of Marines is going to move around the corner and engage that unit of baddies" and it's a perfectly valid move....
2) Yes, the enemy can react at this stage. Each team can only shoot ONCE. Here is how my group does that kind of thing...
Step 1) Team A moves around corner, Team B declares a reaction.
Step 2) Reaction roll is made to see if Team B can react in time. If unsuccessful, the Round of Fire occurs at the end of Team A's movement.
Step 3) If successful, Team B shoots at Team A but Team A DOES NOT shoot back.
Step 4) Team A resolves any problems according to the rules, and continues to end of movement. Team A shoots at Team B but Team B DOES NOT shoot back.
Basically, each Team only shoots once. The reaction just determines if Team B gets to shoot first when Team A might be in a worse situation.
EDIT: Those are the rules for Regulars vs. Regulars. Not quite sure if Insurgents/Irregulars get different rules involving reactions. I don't ever have those kind of games (I use FoF for Cold War) so I wouldn't know

Welcome! As I said, it's a bit odd to learn, but it's an awesome rule set that does a great job of rewarding actual small unit tactics (by putting units on Overwatch to cover, or deploy smoke, and things). The rules can also do pretty much conflict (fictional or historical) or era WW2+, and even then WW2 can work because the forums have an area for people to come up with stats for WW2.
