Any Codex: Space Marine army that's warlord is equipped in Terminator Armour may take Support Terminator squads as Heavy Support choices.

160 points - 3 Support Terminators (WS 4 BS 4 S 4 T 4 I 4 A 2 W 1 Ld 10 Sv 2+/5++)

Wargear - Each Support Terminator is equipped with terminator armour and an assault cannon.

One Support Terminator may replace his assault cannon for:

Plasma Cannon - free
Lascannon - free
Turbo Cannon +15pts (see below)

Additionally, you may combine all three assault terminators into a single Punisher Cannon Terminator Support Unit. A Punisher Cannon Terminator Support Unit has an identical profile to the one above, except it has 3 wounds instead of one and is equipped with Terminator Armour and a Punisher Cannon. Additionally, the Punisher Cannon Terminator Support Unit has the Instant Death Universal Special Rule.

Turbo Cannon - Heavy 2, S8, AP3, Small Blast, Targetter (+1 BS)

Is the Punisher Unit even worth the cost? As I see it its just reducing 3 lascannon hit into one lascannon hit causing instant death on a 160 point unit. It could be taken out with very little effort.

Turbo Cannon might be a bit much. The extra +1 BS is just icing on an already good cake. I think 15 points might almost be the cost of the +1 BS alone.

Just my two cents.

The Punisher unit has eternal warrior, it more or less has to in order to be viable.

I think the Turbo Cannon is balanced somewhat because only one of the models can take it, though I could maybe drop the strength by a point.

Ok, didnt see EW, it makes him more viable. I thinks it would be a fun unit against horde armies.

You could adjust it to heavy 1, like the plasma cannon. Then you would be paying slightly more for the +1 S and +1 BS, which should be allright in a slightly expensive unit when you can already pick the plasma cannon for free.But I think you could leave it at the original stats considering DA termies with plasma cannons, at the costs your termies are already priced, but you should get a second opinion on that.

'instant death' isn't a rule to be thrown about lightly, it'll ruin tyranid monsters far too easily. S10 on a 6 to wound could work, causing instant-death on T5 or under, but not decimating anything you choose to shoot at, every turn, without fail.

I don't get the punisher unit, can you stat them out separately so its more clear what that gets you?

On the turbo cannon, why not just make it a cyclone launcher, why invent something new?

so for 53 points you a terminator with an assault cannon, usually 70 points...
Do these guys have 2 wounds as you mentioned in the punisher cannon support unit?
Oblitorators are 70 points and they can't make an assault cannon every turn.

The punisher cannon is way OP

Huh? Your profile shows 1 wound, not 2.
Also, do they have power fists?
