Good question. Eldar are more mobile, cheaper, are troops by default, and have built-in rending. Marines are tougher, more killy in close combat with more customizable options, and have better LD. It's a toss-up for me, but I'll vote for the Eldar, since most missions are objectives-based, and you could run a whole ton of scoring Eldar jetbikes for little cost.

With the new white scars tactics SM bikes are GOOD. they autopass terrain checks which means their mobility is amazing.
They also can gain scout which is scary good. they can get to your opponents face and scare them to death

I can't see the White Scars losing out to an Eldar all bike force (but boy would it be a blast to play out). I have toyed with the idea of adding an allied "counts as" Eldar guardian jetbike squad or two to my WS bike force.

White scars have better bikes, Eldar have better speed and better support units. So if you mean by 'All bike army' you mean all their troops are bikes, and they still have support units, then Eldar. Wraithknights work well because of there speed, the Crimson hunter is good AA and vypers/warwalkers make good attack bikes. Autarchs make reserves better and a laughing autarch would be bloody murder against White Scars.

Eldar bikes need to be up close to do anything unless you take shuricannons. And they need a warlock or farseer/autarch to get anti-heavy tank weapons.

They are a lot faster though, what with their assault move, but crumple in actual assault. And since they need to be close a fast moving enemy (like White Scars) could catch up unless you roll really great on their assault moves each time.

Id have to give it to a white scars bike army with khan, and every bike squad having 2 grav guns and a sarge with combi flamer for hordes.

warhammer 40k mmo. If I can drive an ork trukk into the back of a space marine dread and explode in a fireball of epic, I can die happy!

My vote goes to SM bikes as they are much more durable, have longer range on weapons, and will perform well in CC (and white scars actually have fairly cheap bikes).

I find that eldar jet bikes are much better when used in a more balanced army list as late game objective takes and nuisances during the game. An all jet bike list tends to be quite fragile and doesn't allow much room for error.
