Seems to be the thing to do so here's some fluff for a Space Marine chapter I've been toying with...

Name- The Emperors Tears
CM- Kors Rodan
Gene seed-Officially a mix of Raven Guard and Imperial Fist (Rumors and slander abound they carry a refined form of the Night Lord Geneseed)
Color Scheme- Super Dark Blue, Purple Trim with White as Cyan accents
Symbol-Winged Tear Drop

Fluff
Founded sometime after the Cursed Founding, the Emperors Tears operate from a lush paradise world on the borders of The Sol System. In addition to the regular activities that space marine chapters are sent to perform the Tears have been sentenced to perform a less noble task. At times it becomes necessary for the Imperium to eliminate otherwise loyal subjects for the betterment of the Imperium. The Emperors Tears are called upon to perform this gruesome duty hence their name as it is said the Emperor weeps over the necessary death of those who are loyal to him. The exact reason for the chapter's punishment is unknown however it is rumored the founding chapter master's brazen attitude caused a devastating attack on the Imperium. The chapter uses a mix of surgical strikes and quick stealthy units with an emphasize on Jumppack units.

The chapter recruitment methods are unique as the recruits are plucked from a literal hedonistic utopia. The young recruits are then told that only by serving as a Space Marine will they be allowed to return to their paradise home world. Therefore recruits have their memories of home left when they are turned into Astartes.

(I will write a little more fluff when I have time basic idea though)

They will either have a Hashashin or Samurai look to them background is based on the Hasashins so most likely them

While the fluff isn't bad, I do have to question their role. After all, in the 40k universe, it isn't as if wholescale slaughter of allies is this really rare thing. Plenty of Imperial armies and units do this very thing, Grey Knights in particular have a specialty in slaughtering otherwise loyal allies (see their treatment of IG after the Battle of Armageddon or the Bloodtide event with the Sisters of Battle).

I suppose the best way to word my point is that I think you need to develop this aspect of your fluff more, and build on it. It has good potential there, for certain don't get me wrong, but it needs a little more oomph to carry weight, otherwise you have something that a lot of other folks do already.

Yeah I was worried about that, basically I want them to be the chapter that gets called when people need killed for the imperial "greater good".

I'm picturing them masquerading as Xenos or daemons and killing loyal citizens for shady reasons.

I dunno. Space Marines don't really do disguise very much, they don't need to. And it isn't like there is a court where they will be tried for doing such things. Space Marine chapters can pretty much get away with these things, outside of the most egregious crimes.

And the disguise thing really doesn't matter all that much, on further thought. You gotta remember that to the average citizen of the Imperium, a Space Marine is a thing of legend. Outside of outliers like the Salamanders, Space Marines aren't something that people will really identify.

I think your best bet to go with this is to look to the Inquisition. A chapter with very close Inquisitorial ties can be their 'wet work' guys.

If you needed someone killed discretely, you're going to grab someone from the Officio Assassinorum. If you're sending space marines in, you aren't looking for subtlety, you're sending a message. A loud one.

As for "murders loyalists for the Imperium" read up on the Minotaurs. I think they are basically hit-men for the High Lords of Terra, no? It might give you some ideas.

I'm really liking the idea of them being the "muscle" for the Inquisition.

Yeah me too, it would tie in with their "punishment" as well they are the subservient goons to the Inquisition, a sorta of Grey Knights B Team.
