Well, I've already come up with a bunch of ideas for my own codex re-write, but I'm always keen to see more that I can take inspiration from.
Some of the things I think need 'fixing' in the current codex:
Lootas and Battlewagons are too powerful when combined, but not that good otherwise. Possible solutions: make it harder to spam both units at once by moving Lootas to HS, make the battlewagon better as an assault carrier, less effective as a shooting platform (maybe by increasing base cost but making upgrades cheaper), give Lootas the ability to survive without hiding in a heavy vehicle for a modest price increase.
Stormboys and Kommandos are too easy to kill with shooting before they can get into close combat. Possible solutions: give them defences against shooting, drop their points cost.
Red Paint Job requires me to paint my models a certain way to gain a rules advantage. Evil Sunz end up wasting five points per model on their buggies and planes which don't need RPJ, while everyone else has red Battlewagons which don't fit their army because RPJ is a very good deal on BW. Possible solutions: change name of RPJ to something like 'turbo boosta' or 'go fasta bitz', make it more effective on smaller vehicles.
Bikers are very powerful, but always seem to die to difficult terrain. Possible solutions: let Wazzdakka give them Skilled Rider, drop their points cost and make them a bit less good at ranged combat (nerf their guns or drop the Smoke Cloud).
Choppa Boys are a poor choice compared to Shoota Boys. Possible solutions: drop their points cost, make Choppas better (lots of options here, but the simplest is probably just something like +1 S).
Grot mobs are fairly useless. Possible solutions: make them better, give options for better weapons, special rules for helping other units.
Big Gunz batteries are rarely taken because HS slots run out. Possible solutions: have them not take up a FOC slot if you buy them alongside a grot mob, allow larger batteries.
Nobs die too easily in challenges, leaving their unit without effective killing power. Possible solutions: make nobz cheaper, or more survivable, or better in challenges, or make them less essential (buff to ordinary boys close combat abilities, good alternative anti-tank options available).
Deffrolla is too powerful. Possible solutions: nerf it or make it cost more.
Nobz mobs have pathetic Leadership. Possible solutions: make all Nobz Ld 8, give them special rules to help with morale, change Bosspole to Ld. bonus and let them stack.
Tankbustas (and rokkit launchas in general) are rather poor at killing tanks. Possible solutions: new rules for rokkit launchas (problematic, because they are listed in Apocalypse) or a price drop. I'd like to see Tankbustas have the option to get the Tank Hunters special rule, possibly with an upgrade character or some special equipment.
Attack squigs are good with a Power Klaw, overpriced otherwise. Possible solution: change their rules so they give a separate attack rather than an extra attack with the main weapon.
The Waaagh! is so useless, I usually forget it even exists. Possible solutions: total re-write of the rules, make it significantly better, has some effect every turn to remind you that it is available.
