They're certainly fun to make! Whether they're fun or not more or less depends on how well made the army is.
Well... that's my opinion on it at least.

I have played a few, I think that most work when the opponent doesn't create a power list army, an opponent of mine played deathwatch and always asked if his HQ could be a generic Ordo Xenos inquisitor from the Grey Knight codex, obviously with the new inquisitor release he no longer needs permission.

The only thing close was some guy's...well I'm not sure what to call it. It was Space Marines and Eldar, but not in any kind of alliance format.

And he was playing at about 2000 points in a 1000 point game...

I think I'd just call it cheating.

But homebrews in general, I have not played against them, and I would take it on a case by case basis. I'm always up for a new challenge, but if it is a homebrew army of "IWINALLTHETIME" then I'll pass.

Nah and I don't think I ever want to. Not because of the rules but I'm terrified of the fluff people will come up for them.

I use a few home-made characters. No full armies though. I have yet to find any issues with it if you actually develop said character carefully, and overprice it slightly. Overpricing is better than underpricing IMO.

There are generally two kinds of homebrew armies:

1) An update to an older existing codex to bring the army into a more solid footing/or a personal codex creating an army that is solid, but not overpowered.

2) A nightmare of overpowered cheesiness to ensure that the author's army would always win in a spectacular way.

Those in the 1st category are often fun to play against, one of my favs was an update to the previous Tau codex to fill in some holes, patch some issues and get rid of things like the insane extreme penalty for losing an Ethereal. It played well and worked nicely wihtout filling the list out with cheese.

Those in the 2nd category are as fun to play against as the description would lead you to believe and are full of things like 10 point terminators all with free heavy weapons and chain fists, rhinos up armored to AV14 all around, and other such nuggets of cheese that make them ridiculously silly to put on the table. Even silier if you are above the age of 12 when you write it. Yeah I've seen that, the adult who created his own codex and it clear showed his intense need to win no matter what.

Generally I will take a look and if they fall into category 1, I will happily play a game or more against the list, but if it falls into category 2 I will laugh and say, "No thanks".
