Surely you exaggerate. And even if you aren't, wouldn't Freya (Russ), Remilia (Dorn), Roberta (Guilliman), etc. be able to cope appropriately?

It would have been the same. Remember, the issues that started the Horus Heresy were mostly the Emperor's fault. I fail to see how changing the Primarch's genders would solve that problem.

Humanity would have ended. Women are so much better at subtle manipulation than the vast majority of men. Not to mention immediate total mental recall. They forget NOTHING .... EVER. If you have ever pissed a woman off she will never forget it, and bring it up 4 years later. Men are different than women in so many ways. Most guys, if they got a beef with someone they either talk it out or slug it out. Then it is done and mostly forgotten only to be recalled years later when talking as friends after said incident has passed and something reminds them. Women? Not so much. Most times if they even FEEL like someone has slighted them, they store that little nugget in the extra part of the brain that they have that men fail to develop. They can pile all of those little nuggets up and then when they feel like it ... unleash holy hell on some poor, unsuspecting (but not undeserving, in their mind) fool that has said the wrong thing at the wrong time. Men can make knives that cut like a razor, but women can shred you with words. Now that I think about it all women have Fleshbane Words USR. No ... it would not have been good at all. The Big E is better off being a corpse on a throne than what 20 Hyper-strong, even more mentally acute, hostile at times women would have done to him. I think he would have ate a melta pistol. Twice if he made his FNP roll. Just sayin.

The only difference would be Khorn would be less powerful and Tzeentch more powerful.

If only they had maternal figures in their lives. Almost all of them (other than Curze, because he's Batman and HIS PARENTS ARE DEAAAAAAAAAAAAAAD) had a surrogate parent - a father, to be specific. Almost all of these "fathers" were not exactly good parents. Fulgrim was the only one, but they were more worshipers than parents.
Imagine if Horus' mother had known what he was planning to do.
Really, though, the main issue is their daddy issues. They were all immature teenagers in the bodies of demigods and their daddy was away on business a lot. The Emperor's biggest mistake was allowing them to all develop their own politics; alliances, rivalries, hatred and kinship among select brothers.
If they were female, it's possible that their overall kinship would have improved. Bitter rivalries would arise easily, but they would get over them just as easily if it came down to a serious situation. Less "I don't like you, Magnus, because I think you're a magic-using bitch and I'm a manly man, so I'm totally okay with killing you and your Legion right now".
However, had it instead been the God-Empress of Mankind, things would have been different. She would have actually thought about her children, maybe a bit too much, rather than thinking "Ah, it's fine, I'll just let them roam the galaxy with limitless power while I work in the garage on my motorcycle secret project".
Now Horus, are you sure you know how to command a Legion? Is your armour comfortable? Here's a big wolf pelt I made for you to keep you warm. Did you pack a lunch? Okay, off you go on your Crusade. Don't forget to send astropathic messages! Bye! Don't talk to Daemons! Bye!
