How long do you think a codex has to be out before the gaming community at large can accurately evaluate it's strengths and weaknesses?

At least a month + a few big tournaments is usually enough time.

3 months is fair to either justify or discredit any whining caused by the release

I'd go 2, if there was a decent tournament in that time...3 simply guaruntees the tourney though as there tends to be a big one every quarter.

Also depends upon the quality/experience of who ever is doing the evaluating....

I was thinking more about the 40k community at large.

Some books you just know are average right out of the gates though. (5th Ed bugs, DA, Codex Marines)

It's super competetive and lousy armies that take a bit more time.

-1 month, as in a month before its released, thats what everyone seems to be doing at least...

IMO, its until the next book is released. There have been a few instances (especially since 6th edition hit) where the next codex more or less directly neuters the powerbuild from the previous codex, unfortunately that hasn't always been the case (Hellturkeys are still a thing), but I suspect that the coming Tyranid book will be a slap to the face to people that are heavily reliant on psykers.

Usually around 3 weeks to a month. That's usually when the powerbuilds begin to set in. Some codices don't get their powerbuilds developed until 3 months or later so it depends.

Until all other books are published and someone actually plays the builds. Honestly judging anything as good or bad without knowing a meta is somewhat foolish and even more so when every month brings a new codex or Escalation.

Honestly group think is the worst way to judge something and you should never trust it to make your decisions for you. If you cannot judge for yourself and test your own ideas (perhaps for time reasons, etc.) then find a few people with a good track records, batreps/tacticas, and hopefully a somewhat similar play style. The batrep section of this forum is chock full of good content from some very good players.

For all you saying less than 1 month; are riptides, seer councils, helldrakes, and wraithknights overcosted pieces of garbage? Because that is what the "community" shouted for over a month after their respective dexs being released.
