So there's been a lot of questioning about this. Here's my approximations on some key primarchs.
-Leman Russ: 14ft (stated to be 1.75*an astartes in every physical dimension)
-Horus: 15ft (just a rough guess based on official art depicting him in excess of twice the height of an astartes)
-Sanguinius: 13 feet (shown in official art to be shorter than Horus)
-Magnus the Red: height varies due to sheer psychic power of biology. In general 9-10ft when trying to be unintimidating. 18-20ft normally. Both he and Russ literally grew to Warlord Titan size when they got serious in thier fight.
-Angron: 12ft (shown to be shorter than his brothers but far thicker in musculature)
-Fulgrim: 12ft (same as Angron but not nearly as thick)
-Ferrus Manus: 14ft (shown to be taller than most primarchs like Russ)

Finally found my quote from a gym buddy born and raised in South Korea:
"It is the soldier, not the reporter who has given us the freedom of the press.
"It is the soldier, not the poet, who has given us the freedom of speech.
"It is the soldier, not the campus organizer, who gives us the freedom to demonstrate.
"It is the soldier who salutes the flag, who serves beneath the flag, and whose coffin is draped by the flag, who allows the protester to burn the flag."

Those are some crazy numbers, methinks. My impression is that primarch's would be more in the 9ft range(if we accept that average astartes to be ~7.5ft).

I don't have any references to point to other than some artwork and the classic 'head and shoulders taller' description I've come across, but that feels more sensible to me.

Clearly you have been taking something illegal.

Astartes 7ft5
Terminators 8ft5
Primarchs 9ft5

Each one varies and can have shorter and taller examples.

It's more than "head and shoulders" bud. In some rather early artwork space wolves attacking Prospero come up to Magnus' knees.
And for Russ his height would still be 13 feet given the Astartes height you gave.
The general numbers for a Primarch are 1.5 to 1.75 times the scale of an Astartes in every dimension.
Alpharius was stated to be the height of a very tall Astartes. So about 9ft. And Alpharius was a midget to his brothers.

Given that what we have to work with numbers-wise is quite inconsistent(I've definitely come across literature where a primarch was described as being 'head and shoulders' taller), I'll go with what seems sensible to me. ~13ft is just comically tall, I would say.

The Primarchs aren't human. They're kinda supposed to be hilariously tall.
The artwork of 30ft Magnus is showing up for everyone right?

I know you're joking but this is actually an accurate description for Magnus.
His brothers averaged 12-13 feet though.

No, they were 12 stories high and made of Radiation.

What, no one told you George Washington was a Primarch?

Anyway, from the artwork that I saw, Horus is supposed to be around the same height of the emperor.

Going by that showdown between empy and horus, and assuming a space marine is 7 feet tall, you are probably looking at a 9-10 foot tall primarch.

I think your estimates are off. Primarchs were indeed taller than Astartes, significantly so, but 12-15 ft. seems ridiculous. No offence.

No you all got it wrong!!!!

They were 12 miles tall, belched tactical nukes, and threw mountains at incoming imperial battleships.
They actually used thier flagships as swords to duel each other with.

If you were to zoom out of the second picture Horus would be at least twice the height of those astartes.
You can tell from what little sticks out of the marines.

Actually, no. The astartes on the Emperor's side are on a lower elevation. The Astartes on Horus's side are on the same elevation as him. If you were to bring the astartes out of the background, you'd find they would be more than half his size. In fact, the astartes to the left of Horus is up to his elbow, and he appears to only be a few feet back.

Closer to 8-9 feet. Since we can see his whole body, and since it was on roughly the same level as Horus, we can measure him out and compare him to Horus. He only appears to be about a foot shorter. Assuming Horus is 9-10 feet, that would make Sanguinius around 8-9 feet. Which is still pretty tall.

You can see his feet. Look at the throne room picture. In the picture where they are all lined up, Sanguinius is furthest away, so of course he looks smaller. Compare him to the guy next to him, and the guy after that, and you will see they are all roughly the same height. Horus and Magnus are clearly the tallest of the bunch.

Alpharius is not slightly bigger. Your estimates don't even account for an increase in size there but whatever. Alpharius is the height of a very tall astartes or custodes. He's like 9 feet tall.
Magnus 11 feet tall.
Have you seen the cover art of A Thousand Sons?
Look at the space marines at the very back where Magnus is.
They come up to his thighs while he's doing some kind of bizarre kneel (or on far lower ground then the astartes) and it takes 3 lined up side to side to obscure his thighs.
