Being a new player, I'm just curious: when would a player require to purchase Forgeworld Models? Is it only for Apocalypse and nothing else?

Some of them are just cooler looking versions of Codex models
I use the Nurgle Daemon prince and herald in my non- apoc daemons list.
Others are intended for apocalypse.
Some folk aren't comfortable playing against forgeworld rules for their units, but i've rarely had anyone have an issue with having those gorgeous models ont he table as reps for codex units.
I would also like to thank you for not asking if they are 'legal'
The forgeworld legality 'debate' (read Flamewar) comes up way too often as it is.
No-one can force you to play vs FW units, not can you force them to, unless you signed up for a tournament that allows their use or something.
I heartily recommend trying some of the FW units out, if you can get an oppoent willing to try them out. Some are fun

I'm not sure, bit I think you can use them in any non-tournament game, unless you opponent is TFG.

Yeah, they aren't any less a part of the game than, say, Riptides.
You can still choose not to play against Forgeworld stuff, just like you could refuse to play against Riptides.
But Forgeworld is perfectly legal to be fielded. (I think a few of the older books still might have the notation that you require you're opponent's permission to use these rules, but as I understand it they've stopped doing that.

I intend to get a Forgeworld Chaos Dreadnaught when I start the hobby and get good at mini painting. It'll fit my Night Lords warband better, which will minimize chaos units. Plus the Night Lord Dreadnaught looks amazing.

No, Forgeworld publishes the Imperial Armour series of books that along with having some of the most kick-ass background you've ever read, will detail the rules for various models to the book's theme (E.g. Imperial Armour 3: 2nd Ed focuses on their Tau models and Elysian Drop Troops, whereas Imperial Armour 2: 2nd Ed focuses on Space Marines).
Additionally each model in the book will have one of two 'approved' stamps, it will either be '40k approved' which means its good for 40k and/or apocalypse and it will tell you what FOC slot it takes up, or it will be 'Apocalypse approved' which means it is only appropriate for apocalypse games.

To OP: some fw models can be used as substitutes for gw models, using standard gw codec rules. Other models use their own fw rules which can be found in the collection of Imperial Armour publications, also available from fw. As you can see from this very thread it's a very heated debated whether or not using fw rules alongside standard gw rules is allowed. Unfortunately there are many who can't resist the urge to voice their "oh so important" opinion on the subject, even when the thread was not specifically intended for that debate.

Like most things in 40k, there is no hard rule about this - its what you and whoever you play with feel is right..............
Ask your friends
Check with store and Tournament organisers as to their policy.

A player is never required to purchase FW models. Some FW models are for codex units (e.g. Hydra, Griffon, Predator). Some FW models are not in the codex but can be used in regular games of 40K (e.g. Vulture, StormEagle). Some FW models are only for games that use the Escalation or Apocalypse rules (titans, superheavies, etc.).

Back when they were crazy good my brother ran a Decimator with his CSM in 5th. It's the only Forge World-rules+Forgeworld-model I have ever played against. Plenty of people have the odd Forge World-alternative model in their army (these use codex rules and are just an alternative to the Citadel mini) and they're not uncommon 'round here. Some codexes (IG comes to mind) have units that don't have a citadel mini and require a Forge World conversion kit or complete kit (such as the Medusa or Colossus).
Some Forge World kits are for normal 40k, others are Apocalypse-only.

I use the Mechanicum Thallax models as Obliterators. They're the same size, cheaper, and far cooler. I haven't had anyone pick me up on that (in fact it's rather the opposite, people at the LGS love them) but I honetly can't imagine why someone would say I can't use them for a Codex unit.

If your just using FW versions of normal models, no problem.
If your looking for apoc stuff to use i apoc games, no problem.
If your looking to use FW models and units designed for normal games... Talk to your local gamers and TO to discuss what they will allow or are willing to accept. While it may be "official', not all gaming communities allow it (as is their right within their own community), so ultimately, this last you should discuss with them.

I had a Corsair army back when Corsair was the closest thing to a reasonable Eldar codex you could have, but since they haven't FAQed the rules yet and since the Eldar codex has come out with a decent enough internal balance (meaning while it's still horrible, but the horrible and OP models are still in minority).
Now a days I don't use (Eldar) Forgeworld because simply put, playing with their rules is like boxing with one arm tied behind your back. With the exception of the Nightwing and Warp Hunter, which I don't use because of reasons.

I think for most it isn't. There's just a very loud and aggrieved section of holdouts determined to keep Forgeworld as a thing that is regarded as an exception, requires special permission from your opponent.
