I was looking to start a Soviet-style Tau army but don't really know where to start as far as bits and conversions go.
Does anyone know of any good models/bits i could use?
Im talking like soviet hats and propaganda banners and such. Thanks guys.

Are you using Tau models, or using Humans and doing counts-as? Tau are a bit high tech for the classic "send in the next wave and damn the casualties" style of Soviet force. In terms of bits, Pig Iron do a good range of winter themed heads, but when you have a fully enclosing body suit with a backpack power supply and (presumably) thermal balancing systems, doing a rag-tag army of cold looking dudes wrapped in random bits of cloth and greatcoats might not gel too well. I guess you could remove the Tau iconography and replace it with red stars and hammer and sickles. Lots of red, or maybe look into using some late soviet style special forces camouflague?

I think you can stick to a non-tau-typical paint scheme and hammer/sicle and red star iconography and be done with it.
What I would personally do:
olive main color with red stars on the helmets (keep the hammer&sicle to the banners) --> WW2 scheme
Another option would probably be to make the scheme a dirty, industrial mass-production look. Just make the combat suits a slightly corroded, metally look (again with red stars and golden ornaments where fitting). This should be more close to the space part of space communist.
As for soviet-era camo, to the best of my knowledge there's just the "light woods"-scheme of medium leaf green with really light olive spots:

works like a charm in light birch forests, but is fairly difficult to use on tau models I would think.

My Space commies (Finished one today!) have leadbletcher (Boltgun metal's fantasy equivalent) plates, khorne red soft armor, and minimalist black trim. I think that might work for your force. (when using boltgun metal you WILL come into situations where you need to differentiate metal colors, so I use mithril-something-or-another-paint for detals)

kromlech sells awesome orks, why not buy some of them and use them as auxillary orks who have emnbraced the greater good in an orky way.
I use a squad of communist gretchen lead by an ork commissar in my guard army. They believe they are human and wear people clothes and use people tactics. In short they are among my many mercs.

For the Lion and Terra!
Because nothing in the galaxy is black and white, Mankind views the Space Marines as a last resort. The last line. When all else fails. They take up the burden. The noble defenders of Mankind. The last hope.
With finecast you can bypass the washing stage and throw them straight into the bin.
Or cut out the middleman and just flush some money down the toilet.
