So, yeah, gonna enter in a local tournament and I am wondering what I can do. I dont have access to Codex: Inquisition since you need a legitimate copy of every book you are going to use. Everything goes, though. My meta is xeno heavy.

I would focus either on heavy foot or armor. Personally lots of armor is hard to deal with especially with my troops entrench in a bastion.

It's a little to spread in my opinion but the most obvious is get rid of the flamers in the platoon command grenade launchers cost the same and give you more flexibility or better yet put redo the point matrix to lessen the troops cost and mount more stuff.

Exact opposite, IMO. The flamers will often be out of range, but they'll occasionally do a lot of damage. GLs, on the other hand, will just be consistently pathetic. And remember, these are squads that will spend most of their time sitting on the Vendettas until the final turns when it's time to claim objectives. Any upgrade weapons they carry are just a nice bonus.

Is the tournament allowing for expansion material like escalation or forgeworld?
You should figure out what the exact rules are, because showing up with sabre defense platforms backed up by an allied eldar titan is going to be rather different than showing up with an imperial guard army.

Then yeah, get yourself a copy of escalation and a copy of the correct imperial armor, and take an eldar titan with attendant farseer on jetbike+small squad of guardian jetbikes, and then spam sabre defense platforms.
It might cost you a few hundred bucks, but congratulations, you just bought yourself a tournament win.

Firstly. You desperately need comissars if you play platoons. Be it Comi lord or just a regular comissar.
Take krak nades on platoon. 20-30 will be enough - you don't want to get an auto-loose when you meet tough mc's, and you will meet them on tourney.
Why do you need 2 vanquishers when you allready have 2 vendettas?
LC on a CCS in chimera...I'd rather take 2-3 plazmaguns and probably a plazma pistol on commander. They're in chimera! Use it's mobility. While regular guardsmen with plazmas are debatably bad.

It is a sad state of affairs where such a path would earn you a win in a competitive (in the " pvp" sense) game. I would rather win with just a guard army but... Maybe I am in the wrong game.
Eh, I guess Ill just run a mech vet list and try to win the painting contest.
Edit: Hmm, I guess a Lord Commissar would be nice. The reason I want Vanquishers is because they have an alpha strike capability that Vendettas dont. They also make short work of Tau battlesuits. I was considering putting Pask in a squadron of Exterminators to take out Wind Serpents. Or in a Executioner.

Well, it all depends on what you're going to the tournament for. You didn't say in the OP, so I assumed that the point was to win all your games, "everything goes".
If that's not the point, then I could give better advice if I knew what was.

The everything goes part was referring to what expansions were allowed. But, yeah, I shouldve specified what kind of game I wanted. I want to win but Id rather do it using the Guard codex. I think a tournament win would be a nice farewell to the Imperial Guard before we get turned into the Astra Militarum.

That would be an Eldar force, with Guard allies.
You can't fill your LoW slot with an allied unit, it's from the same codex as your primary.
And I'll support the "sad state of affairs" comment above.
You'll also win "most boring game ever" award.
I've never seen anything destroy a hobby more than the Str. D rules have..

I'd just play your list and have some fun. I agree with someone above, plasma is....meh......and I'd take grendade launchers on the command squad. Either weapon is meh most of the time until the right moment appears, the flamers are easier to use when the right moment appears, the grenade launchers require a little luck with dice, but have more chances to have their "moment", IMHO.

Man, I am just playing 40k wrong. I shouldve had at least a half assembled riptide formation by now.
Thanks for the advice. Yeah, I guess Melta would be a better buy. It instant deaths a lot of the things Ill be seeing like fusion gun battlesuits.
Should I take two advisors, though? That is 60 points for a +/-1 on reserve rolls.

Whoah whoah whoah. Grenade launchers are small-blast lasguns. If anything, the PCS' need more flamers, so that they can drop out of the Vendetta lategame and flame scoring units.

LC on a CCS in a chimera is the best choice when the chimera is just protecting the CCS that is sitting back ordering blobs. You don't want your warlord anywhere close to the enemy. Always have your blob between you and the bad guys. Also, blob Plasma is fantastic when paired with prescience.

A russ type that's got the ability to kill the most scariest stuff the fastest. A demolisher that might not get to shoot first turn and can't make use of hull weapons and won't do serious damage to MCs or fliers doesn't sound like the way to go.
I'd go with a fully-tooled vanquisher or executioner, depending on if you expect more fliers or more MCs, or a kitted punisher if you don't mind it being a defensive tank instead of an offensive one.

focus the meltas and such into the platoon commands and drop them from Vendettas. use simpler weapons like flamers and Grenade Launchers for the infantry squads since so muych of their weaponry is anti-personell anyways.
I myself use a Lascannon in eveery infantry squad. those blobs are surprisingly powerful.

Aside from list changes you can make, and as I don't play as imperial guard so the most I can contribute is that veterans dropped off by Vendettas are a pain, barrage weapons will help a lot to defang tau lists and such. The most important thing is to talk to the other players about their armies on the day, why they took the choices they did, and engage with them afterwards about the games you play.
While you should certainly try to win, you may find yourself completely outmatched by more regular tournament goers. After the tournament, you can identify what gave you trouble, what was prevalent and how to deal with them. Developing counters to popular power builds like wraith wing, jet seer councils and serpent spam and ovesa-star/riptide spam will stand you in good stead if they are prevalent.
Most of all, enjoy the experience and decide if tournaments are for you. They are vastly different from more casual play both in the attitude of players (though most are friendly) and the quality of the armies, a good tournament army is strknly optimised and very points efficient.
