....40K should have a similar force orginization as Fantasy.
I am finding that there is a lot of people complaining about a lot of over powered helldrake spam riptide spam etc etc. In Fantasy the force organization helps reduce spamming really amazing units (BUT it can still happen but far less often).
I think something like this:
25% Max for HQ
25% minimum for Troops
25% max fast attack
25% max Elites (maybe 50% not sure though)
25% max Heavy
(or something similar) would make things a little bit more balanced and reduce some of the spam of super high powered units.
Anyone else feel the same way? I am sure this will cause some people to freak out haha but just an idea :p
The problem I find is that it might not work for small point games.

It doesn't work in general because the types of force org slots do not carry over as cleanly from Fantasy as they do to 40k. Likewise, this does extremely little for changing anything of the balance issues as they exist in 40k. Also, the value of each slot does not equal out across all slots for all armies. After all, why should I be punished as a SoB player for having lousy Elites?
Likewise, how do allies work?

I think the allies thing might be changed to something like what Fantasy did with the Treachery and Triumph (allies sort of) you have you take 1 HQ and 1 troop choice up to X amount of points based on how large your army is. They also have a rule that if they flee they can switch to the enemy side (fleeing in fantasy is more common then 40k though). Also they don't get any sort of bonuses from your normal army/leader if they were battle brother or something. I understand what you are saying yet I still think it would reduce someone taking triple riptides for example at 1500 points (540ish points for 3 riptides is 36%) that is just an example though, but then again I do see your point about the 40K force organization being a little bit more complicated but I still think it would reduce some of the spam.

So guy spends only 25% of his points on 2 Riptides, because rules in fictional scenario here.
Let's say, for argument's sake, that my choice of army has its anti-Riptide stuff in the Elite slot.... but I would have to spend 40% of my total points on my Elites to have a decent chance against a pair of supported Riptides.
Capped at 25%, I'm fethed.

Why are elites 50%?
To make it more like fantasy, 25-50% should be troops and their dedicated transports, while no other single slot should be more than 25%.
The biggest issue is the force org chart is such a horrible mess right now it's hard to come up with clean "no more than X%" values. What do we do with, say, Lords of War as the biggest glaring omission?

Actualy Troops is like Core in Fantasy and Core in fantasy is 25% minimum but with no maximum. So to make it like Fantasy Troops should have minimum 25% but no maximum. and Elites are like Special, And Special is up to 50%.

I get what you are saying but troops are 25% minimum, so you HAVE to take a 25% core but can take as much as you want for core.
I still think it would be possible, I am going to have to try this out wth a buddy of mine playing (Tau, Space Marines, Necrons, Eldar) so we will have a few chances to see how it works haha

Or go back to 2nd edition style: HQ, Troops (called something different for each army), Support. As I recall it was something like 25% HQ (50% for IG), 25% Min for Troops, 25% for Support. Things like Terminators, Assault Squads, etc. were all "Troops" so you could do themed armies.
So you'd have things like Riptides, Broadsides, Wraithknights, Wraithlords, Heldrakes and the like be Support so only 25% could be spent on them.
Of course that's restrictions (oh noes!) and would likely never fly for the same reason there's no more 0-1, because it god forbid means somebody can't use a model they bought.

I would be happy enough to see the troops/fast attack/heavy replaced with the fantasy core/special/rare system and FOC slots replaced with percentages. Never been a fan of the troops/fast attack/heavy support FOC system.

@wayne - I haven't been in the hobby long enough to see many editions but those rules seem like they would work quite well!
I might just try this out during a game and see how it goes but who knows maybe it won't work but might make it a little house rule to try out!
