I have a possible addition to escalation for use by Chaos Space Marine and Chaos Daemon armies.
It's named and based off of some personal fluff and head-cannon, but it is applicable to others. The unit is a Flying Gargantuan Creature, and is along the lines of a buffed-to-hell daemon prince.
The info is in the attached Word document.
I gave it 750 points as a ballpark cost, as I have no idea how this would go down, and I figured it can't be much worse than a Warhound Titan.

A few questions, why does this guy get the Black Mace? That's a unique, special artifact that only a single guy in the entire existence of warhammer has at anyone time. No, there is no reason for that.
Second. Why does he have a higher psyker mastery level then anyone in the game? He isn't even a Daemon of Tzeentch! Infact you haven't specified what daemon of X he is which makes the Warp Storm Table irrelevant, should have that as well as daemoninc instability.
Thirdly, why on earth does this guy know all of the *useful* Psy-powers? You haven't given us any fluff, any justification, nothing. And we are just meant to swallow that this guy flies in the face of the fact no other model (to my knowledge) had Half that many spells.
Honestly, i think you need to put more thought into this guy. Right now you are missing several important rules, stealing race specific artifacts and simply giving him the best powers the rule book has to offer. A unique and flavorful homebrew is usually much more likely to be liked then simple 1-up-manship.

Having your unique character carry an unique item as part of his wargear is like having a unique character who has Marneus Calgar and Lysander as his own personal bodyguards. It just doesn't make sense. Rather than to take a unique item as part of his wargear, just make up a new unique item that only your character has.
Also, there is no justification that I can see why he is such an insanely powerful psyker. I can't imagine even the Emperor as being able to use almost all of the powers in the book and at Lvl 6 as well. Even Fateweaver, probably the most bada$$ of Chaos psykers, is only Lvl 4.
Also, regarding Cataclysmic Barrage, how many warp charges is it? I recommend you make it the following (following the same idea as Flickering Fire):
R:48" S:9 Ordnance 3*
*3 shots per Warp Charge spent, to a maximum of 3 warp charges

Let me get this straight. You want to make something not as OP as pre-existing Apocalypse units that you can use in Escalation...so you've made someone who is a massively broken psyker with a Mastery level two higher than Tzeentch's super Greater Daemon (two higher than anything else in the game, for that matter), access to all the powers he wants from the core book instead of getting stuck with two powers rolled from the Discipline of Change and two from the core book, hits harder in melee, and on top of all that he's two hundred and fifty points cheaper?
For practical purposes just going off and using Aetaus'rau'keres (see Imperial Armour Apocalypse 2013) in an Escalation game is going to be less worthy of complaining about cheese. If you really want a Chaos unit that works well in Escalation I'd think your best bet would be the Brass Scorpion; it's tough, well-armed, fairly-priced, and fun to play around with.

Mastery 4, either roll for powers or (and this is a stretch) knows all powers in one preselected discipline. No more "50% more powerful than the most powerful other psyker with none of their limitations". Reduce Strength to 8, drop the Black Mace, after that you might be closer to the cost you've given it.
As a general suggestion for writing new rules go dig up similar things and look at how they work and how they're costed to avoid situations like this (check IAApoc2013 for the preexisting Gargantuan Creature Greater Daemons for this guy).
For a 750-pt DP, this is what I recommend. Keep in mind that the baseline unit I will use for this is a Chaos Space Marine Daemon Prince:
DP - 3+, Wings, Lvl 3 Psyker, Daemon of Tzeentch, Black Mace - 350-pts
Sedecim - 750-pts
WS9 BS6 S8 T7 W6 I8 A5 Ld10 3++

Sedecim's Mace: This unholy artefact is a Daemon weapon that forces any models wounded by it (i.e. any model that has a wound by Sedecim allocated to it) to re-roll successful Invulnerable saves.
Special Rules:
Daemon
Daemonic Essence: Sedecim's armor is made of pure Chaos. His save is Invulnerable.
Psyker (Mastery Level 4)
Mind Over Un-matter: Sedecim may re-roll psychic tests if they fail, or cause Perils of the Warp.
Knowledge Of The Gods: Sedecim knows all of the psychic powers from 1 Discipline, or he may choose to know 1 power from each of the Disciplines from the Core rulebook. The player must decide which option he wants to go with at the time psychic powers are rolled for. If the player opts to know 1 power from each Discipline, he may pick the power instead of rolling for it.
Cataclysmic Barrage: Sedecim assaults the enemy with a mental barrage more powerful than an artillery battery. This is a Witchfire power with the following profile:
Range: 48", Strength: 9, Ap: 2, Ordnance 3x *
* For every 1 warp charge spent, Sedecim gets 3 shots up to a maximum of Ordnance 9 if he expends 3 warp charges.
