Where are the hawks? shooting from where they landed or off the board? I think its a valid arguement that this attack CANNOT be screened for a cover save when used during rubber hawk tactics....
When they're off of the board they dont seem to be shooting "thru" any enemy units.... 
There's a case to be made that you can since they have to perform the deepstrike to use the grenade pack, including rolling for scatter since you could get a mishap and not make it, so you couldn't use the grenade attack until the unit hits the table anyway.
And given the wording for cover saves from shooting "When any part of the target model's body (as defined on page 16) is obscured from the point of view of the firer, the target model is in cover" and similarly "If a target is partially hidden from the firer's view by other models, it recieves a 4+ cover save in the same way as if it was behind terrain".

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

One could easily say that the enemy models are NOT obscured at all...The Hawks are above the battlefeild, not hidden from view.

I agree.
If you only have cover from obscured LOS on the horizontal plane, then it would be difficult to get a cover save from an attack arriving from the vertical plane.
It is possible though to get a cover save.
Ruins or any other terrain that can obscure vertical LOS. Foliage for over hanging trees, rock outcropping, bunkers, etc.
In other words, a roof.

I think you could argue that the rules for cover regarding barrage weapons would apply, as the grenade pack is dropping down like a mortar/whirlwind missle/Basilisk shell, etc. Rulebook pg 32: "To determine if a unit wounded by a barrage weapon is allowed a cover save, always assume the shot is coming from the centre of the marker, instead of from the firing model. Remember that models in area terrain get their cover save regardless of the direction the shot is coming from."
So I would say Area terrain, and if there were something in between the center hole and the hit model, i.e. a wall.

I agree as well. Probably not strictly RAW, but it makes more sense than anything else. Giving a cover save (or not) based on where the unit lands just seems silly.
