I need to point this out, you don't seem to get it. There is no flaw, hopefully you understand that. The LR's cannot outflank, here's why. Sorry if I'm beating a dead horse here.

1. The Infiltrate rule does not confer to vehicles, period. It does not say anywhere it does. So, even if you have a squad with Infiltrate, it cannot outflank within a vehicle, because the vehicle itself does not have the Infiltrate USR, and therefor cannot Outflank, period. Show me where it says it carries over. This also moots the Outflank Exception, as you don't need to go to the outflank rules, as the infiltrate does not carry to the vehicle.
2. Scouts carries over to a Dedicated Transport. It does not carry over to a non-dedicated one. So, therefor, a LR still cannot Outflank, even with scouts. Its not a dedicated transport.

That's mainly it. There is no flaw in the rules, or this logic. Burning Star and Sarigar are both right in their posts, you should have gotten this a while ago.
