But it's going to happen.
I disagree. The chaos codex was pretty immune to the character structure, and the space marine codex only really expands your choices through special characters. You could never get bike troops or stubborn marines without using a counts as supplement book before. Even the ork codex only had one special character governing army selection, and that was to allow for an army variant which previously required an entire extra codex (which few people were well acquainted with).
I know that. This isn't about trying to stack abilities, it's about the fluff/'rightness' of taking one Chapter, and then taking a completely different Chapter's special character to use his special rules (Ultramarines w/Kantor and his rules), or taking one chapter and two different chapter's special characters (Ultramarines w/Kantor and his rules and Shrike because you want his personal abilities).
Well then just berate your opponents endlessly and get all of your friends to help. It's what we do in our group when we see something stupid like that.

Chaos codex took away the army wide rules...Massive backlash from that, so GW changes suit...Bringing up the Chaos codex in this regard just proves the opposite point.

Well then its either have them or don't. A lot of people hated the structure of the old book, but dislike loosing choices in the new one. Then other people dislike the expanded choices done through that same old structure in other codexes. Cake or eat it. Neither choice is palatable to everyone. I personally don't particularly mind having independent characters govern selection, though I would prefer to not have them be special characters (the ork codex did a good job in this reguard, having your basic leaderman govern choices and only having a special guy for a single out of codex varient).

I'm not too excited about them either.
The special character thing that the Space Marines have going on is terrible, and I really don't want the IG to go down the same path. Having an unnamed HQ change the structure would be better.
I really hope there's an option for having some sort of troop with a CCW and laspistol, even if it's not quite as good as a lasgun. I also hope rough riders stay (although I wouldn't mind if they could upgrade their horses to bikes).

When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it. |

Atleast chaos non-special characters have a purpose (lash).. As a blood angel player there is no reason to ever use any characters other than the specials.. SM non-specials can do something like generic captains or eldar autarchs.. even farseers on jetbikes
DA and BA ONLY have special characters lol

Personally I don't mind IG officers being IC. Of course something as to be done about the kill points, but IG officers should not be heading into melee and since they are IC, if their squad dies they can join another squad.
As for IG special characters. Well I do hope we get some good characters, I am looking forward to an updated Creed, since (imho) he is the only IG Special Character that actually is made to be a IG command and not some meager excuse for a combat unit.
If they make IG commanders help us command, then it wont be so bad.
But I really dislike the idea of being forced to buy a special character to unlock an army ability (least favorite thing about new marine dex).

I generally agree. Marine Chapters are far more individualized than Guard Regiments, so unlocking isn't a good thing.
But I could see Guard Characters making select options cheaper, though, or moving things into Troops.
For example, if you buy a Tank Commander with his overpriced Vanquisher, Tank Squadron coherency increases from 6" to 12", but you don't lose Tank Squadrons without him.
Or, if you buy the Ogryn Bodyguard, units of 5+ Ogryns may be taken as Troops, assuming that Ogryns become a viable choice.
