this guy at my local store was pretty much like this...
he has a pretty good sized SoB force, however, he likes chaos...
so he bought a chaos land raider, and suddenly he had 'chaos sisters'
hmm, the new marine codex with vulkan looked pretty kool, so soon he had a squad of marines...
'lady dragons' were born...
lately he has been keeping them strictly SoB,
but even still he uses some models to represent others, and it gets ridiculously confusing during games

put a little work into a soul grinder to make it a defiler?
no problem at all, i actually enjoy seeing people do stuff like that...
but things like ^that^ guy, that just goes too far

We're not very big on official rules. Rules lead to people looking for loopholes. What's here is about it.

I think much of it has to do with who is trying to pull the count-as substitute. If you are a player who is affable, and people enjoy playing, they're probably not going to make as much of an issue as if it were that jerk that yells KA-BOOMM! each time he makes a kill and challenges every one of your dice rolls. From a general standpoint, I don't like count-as, and would back out of a game (if I could before things get set up) if it were with a stranger. It's not an arrogant move, it's just that I would never do that, if I want to play something, I'll buy it, paint it, then play it. I just think it's a kid-move. If it were with a friend who wanted to test it before buying it, okay, as long as it doesn't become obnoxious (like play testing an un-owned unit every game).

In the Chaos Sisters example, I think that's fine. Traitor guard are pretty cool too, and there is no official sisters chaos analog, so go for it as long as the theme is carried out all along the way (i.e. add spiky bits to the sisters etc.). As for the switching units all the time, that might be a bit less kosher. If he's doing it to try out cool stuff before buying, then sure. If not... guess it depends on the person. I'd be fine (as in my past I have granola bars=vypers FTW!), but I could definitely back someone objecting to it.
