but what you would do to make GW better.
personally I would set up a bits service (we all need this back i think), and try to provide more outreach for the fanbase.
What would you do
I would proofread and playtest the rules with an eye toward how they might be misinterpreted and abused.

Main rulebook and an Army Book for each new edition. New editions would be planned things and ALL army lists in the Army Book would be well playtested before that new edition came out. For example, WHFB 2010 edition with a 10 Year validity.
Every wave release would feature something for several different armies (in 40k and WHFB and a specialist release), 4-6 armies. Orcs might get a new this. SMs get a new that. Dark Elves get a new other thing. Players therefore can almost always be assured that their army is getting something new down the pike in the form of retooled models, conversion bits, stylized terrain (e.g., Space Marine Monastery outpost released as 4 or more individual pieces).
Scenario books and on-line scenarios with suggested lists to give you the 'historical' fight and terrain layout (Epic 40k did this).
Emphasize players buying multiple smaller, yet viable armies for scenario play. 40k in 40 minutes type stuff or the Fantasy Patrol.

Pushing LOTR harder would likely cause sales to go up, but FLGS owners might want to push games they think are better such as Flames of War, Warmachine, Magic or what have you.
This is specious reasoning. If the product is not worth carrying and never sells, don't carry it. If it is worth carrying, don't expect people walking in to just know that, show it to them and tell them what is good about it, then let them decide. If you are a store owner and have product that never sells, it is your fault.

Of course you are correct here. As much fun as it'd be, discarding Jervis like so much junk would be a very bad idea. I'd just apply him where his skills are more useful - furthering Specialist rather than fething up 40K.

Honestly, I've considered doing this before. How? Oh who the hell knows, but I was trying to be a bit optimistic in that GW could have a future that didn't involve not only murdering my wallet, but the dedicated veteran fanbase as well. WD needs a SERIOUS improvement. I'm talking tacticas with serious discussions in them, battle reports that aren't crap, and/or new army flavor. Perhaps a better painting column, people seem to enjoy these. No more needless 20+ Page ads, cut it down to about 5 pages. From there, Internal and External playtesters. Not because I find any balance issues with the game (Though I understand there are MANY out there) but because I have to be aware that there are bound to be errors in the codices/rulebooks. Very much similar to Privateer Press and their Warmachine MKII field test. I would also take another step to making FAQ's official. Needless arguing over whether or not Deffrollas can Tank-Shock with the desired S10 effects leads nowhere. Personally, whilst I'm wish-listing, price drops. Nothing major, mind you. You'll be paying $35 for your Core troops still, (Not including things like Gaunts, Clanrats, etc.) But units like Black Guard, Chaos Chosen, Sternguard and the like are going down to $20 for the first two, and $25 for the Sternguard. Land Raiders go back to $45 like Termies, Battlewagons, Hive Tyrant, etc. Oh, and $20 Codices. I liked those. Besides the return of more official GW run-tournaments and Games Days in more places with actually good content, I think we're solid.

I would not fire jervis: he would just be demoted to janitor.
get rid of book codexes.
put them all in internat format. you can the look over other codexs and figure out tactics and rather then just creating a new codex from basic scratch. then you can just edit an existing one.
Also. ultramarins are replaced by white scars.

Seriously i cant think of any reason why i would ever want to work for them given their reputation towards employees.
But i suppose that if by some cosmic frak up i did end up working for the evil empire id try to bring the GW hobby back around for the fans.

if i were suddenly the Bill Gates of GW, first thing i would do, probably would be to demote all the codex writers (and probably any smurf lovers who work there as well).
I would raise the wages for all LGW store workers, as they have to deal with more of the fethed up little kids than, say, jervis does.
i would get rid of a bunch of the ultramarine SCs, or at the very least change them out for another chapter, because while im not an iron hands fan, i think that ALL first founding chapters should have at least one character, and a well done one at that. i would introduce more plastic kits, and have some of the older metal kits redone (lemartes?????). There would be more conversion type kits, with alternate weapons, shoulder pads, helmets...basically loaded with all the goodies that most people will buy a piece or 2 on any bitz site. More scenery, and more race specific scenery at that, although, TBH the ork scenery will mostly be conversion kits for the imperial buildings, as we all know that thats how orks roll.
some codices would see their uniqueness disappear, as they would be combined with some other ones. Chaos Legions would be brought back to fluff (so no more TS rubric marines fighting alongside berzerkers)
yeah, basically there would be alot of changes at GW, were i in charge

my new white dwarf would have 4 exactly equal sections: Background, Painting, Moddeling and gaming. each month I would hand one each to fantasy, 40k, LOTR/WOTR and specialist. more player created armies, new rules, new background. And I would hire Dark Lord Seanron to print his the death of the emporer thread. Oh oh and I would hire gwar to do FAQS and put them in white dwarf, on the net and in gaming stores. Then I would copy someone above with their world records idea. And slowly hire people off here to give sneak previews and stuff. And finally I would keep up with what people want from GW and do my best to provide it.

Uhm...okay, I'll tell you my dream for GW. A non-fiction self help book using 40K deities as inspiration and teaching aids.
'Kay, I know, it's just a game right? But did you ever read 'The Tao of Pooh'? Or 'The Gospel according to Peanuts'? Fictional characters can teach real lessons! Add in some great life lessons from the old vets of GW, Priestly, Chambers, Perry Bros...!
If done right...wow, it would be the next 'Book of Five Rings'! Think about it, business men went nuts for Musashi's warrior philosophy! It's not much of a stretch for Wargamers to write to the common man...is it?
