Somebody in the D of E saw Red Dawn recently and decided that US High Schools are a primary target for the evil neo commies paratroopers and that they need to be prepared just in case.
Probably they´ll be requesting tanks next year.

Or the RL answer: Somehow the D of E got their hands on some budget that needs to be spent in firearms (how or why beats me) and as you all know burocrats never ever allow the budget to shrink even if they need to buy hammers at 10K a piece to justify the amounts needed a la US D of D in the Reagan era.
