Sanguinius would be my choice...
He was the closest to the Emperor besides Horus, and even Horus said that Sanguinius was better deserving of the position than him.

Because the Ultramarines did sweet F-All in general and had more marines than the rest of the legions put together (because they never died because they never did anything more dangerous the lace-making). Numbers > Strategy. That's why the Imperial Guard win so often.
Notice how the very moment he heard Russ was on his way back from single handedly whopping Magnus and his entire legion to the ground he bricked himself and tried to settle things with the Empra, even though he would have won had the siege simply gone on.
Well, to be fair the Lion was also doing something similar. But it's likely nobody would've notice anyway.

I would mercilessly beat all the Primarchs down for I would rule alone with a iron fist. Then launch a bloody campaign searching the galaxy for space hookers and squats.
