Wow, I really think that people where just trying to give constructive criticism about the recruitment method which I can see working but as stated earlier just not the most effective and enduring of methods. Your guys are basically suppose to be the Spartans of space marines the best of the best, scarifying numbers for quality if Im not mistaken, I like the idea and you of course stated that the chapter know this method isn't doing very well and probably come up with something new. Also great painting and conversions . I would also just suggest to go bit more in depth bout the recruitment method, I like the short story made it fit since it is part of there tradition.

Ok, heres what you should do:
First up, take all the models and strip 'em down to bare metal and plastic. Delete your input and posts here so we can start fresh. You should maybe print it out beforehand, so there is a copy you won't mind burning to fully cleanse it.
Once you've finished that, you will be ready to start fresh.
You'll open a new post, and its contents will be totally blank.
Post pictures of the stripped down models, and number code each blank surface.
As posters contribute, add the ideas they provide to your chapter's history and color scheme as they come in. Just all of it, and edit out repeating text. I would also suggest that you have some kind of rating system or time limit for discussion on certain aspects of the canon should there be a debate, so that in the likely event of conflicts, you can take the people's choice on literally every aspect of your armys creation.
Every shoulder pad, leg and detail will be painted in a similar fashion. If there are three votes for a blue left leg, and two for a red leg, it's a blue leg until the votes change or the time limit for voting is up. For the most part it should average out to look decent. Any conversions within reason should also be added to the model, and you should probably post your home address so that people can mail you parts they think would look good on model #57 (Arbitrarily chosen to be a Death Company Marine in this example).

With this system, I'm fairly sure that with a lot of organization and hard work, you could have an army that is approved by the majority here on the internet in every single aspect of its Chapter history, paint scheme, and indeed the whole 'feel' of the army. Imagine yourself not painting an army, but making a movie or writing a book. This will help ease the confusion and hurt of losing your grip on the creative process as you slowly accept the will of the people who will eventually make everything all better. Be sure to give us all credit at the end of the project.
