Rage doesn't make your unit charge anything. Rage only deals with the movement phase and run move. You're free to assault anything you want, but have to consolidate toward the closest enemy. With a charge range of 12", I can see it not being too bad to play around. What you gain from Kamir is that they are more useful after the initial assault instead of being guardsmen with a large range.
