The webcomic in question is drawn by a Canadian, but there is a strong Japanese influence.

As far as I can tell, not at all.
I mentioned Gantz, which has several sex scenes involving characters depicted as schoolchildren and is therefore technically illegal. There hasn't been any whisper of prosecuting it, and it is available for sale on Amazon.
IMO, the police are sensible enough to realise that a manga like Gantz, which isn't pornographic would be a bad target for prosecution. The police may be reserving their first prosecution of pornographic cartoons for something clearly dodgy.
That said, the law was introduced amid a number of legal warnings that it was stupid and unworkable. Perhaps the police have just decided to ignore it and concentrate on real life child porn instead of cartoons. There may never be a prosecution under this law.
I believe there has been a prosecution in Canada under a similar law.

If you are in the US then such a cartoon is legal. You can check out Ashcroft v. Free Speech Coalition, 535 U.S. 234 (2002), which states that "virtual" child pornography (that is where no actual children are shown) cannot be prohibited.

As an interesting legal point Japanese obscenity laws are very strange by western cultural standards. In Japan you can buy comics where 14 year old girls are being raped by the tentacle monster and everything is ok, but it would be obscene to draw an 18 year old girl's pubic hair.

Yes it is, but it took off due to Japan's backward censorship laws. "Okay guys, human penises are out, but bestality is in!" It's okay because they're aliens/monsters and not actual squids!

Just as long as it's not in a frame that has a close up view with the arm close enough to the chest that it might be mistaken for a crotch and thus pubic hair, that would be really obscene. Think of the children
