The separation of power or simply the depowering the Space Marines is the reasoning behind the disbandment of the Legions. I just believe it was the wrong decision and also unnecessary:
1) As I said before the Great Heresy was a teaching moment. One could argue that one of the main reasons for the civil war was The Emperor's decision to hide the true nature of the Warp from his Primarchs. He had an "ignorance is bliss" policy. Well the deamon-cat's out of the bag now. Space Marines know the Chaos=Bad times. The Space Marines are actually more aware of the details of the Heresy than any other group in the
IoM. It's this Historical knowledge that has prevented a corruption of a staggering percentage not any Chapter Edict. Note how it is now considered best practice to have at least one chaplain per company to give spirtual guidance and counseling to Marines and watch for corruption of any kind.
2) The Space Marines have already been depowered. The number of Loyal Space Marines is down about 90% compared to just 10 years ago at that time.
3) I previously said that Guilliman could have been The Emperor II but that's not quite accurate. The
IoM is ruled by The High Lords of Terra, He was simply supreme commander of the Military, so actually he is The Warmaster II. Obviously he felt that this too was still too much power. So the next stage down is to not allow Space Marines command of anything not Marine (And indeed this would become law in the Codex) and just be Supreme Commander of the Astartes. Even if he thinks this is still too much power for one Man to weild he can just be the commander of his own Legion!

Let the other Legions, whom only number around 3,000-10,000 nowadays be the roving bands of troubleshooters. Let your own gigantic Legion retain the power to be the Hammer that destroys unassailable Ork Empires, Upstart innovative races or y'know just in case a numberless species of extragalactic bugs comes out of nowhere.
Just whatever you do - Don't disband The Ultramarines!
