in the Ultramarine omnibus, Uriel is the descendent of one of the 1st company who died during the Battle for Maccragge.
it implies that his ancestor was either chosen AFTER he got married/hooked up(unlikely since recruits are chosen at age 12 in Ultramar) OR he had the kid during training.
possably, Initiates would have sex. they arn't fully Astartes yet.

So, if I gather the last few points that have been raised:
SM probably have (most) of their sexual desire removed during their training. Probably during their indoctrination.
BUT,
this inhibition can be removed. Either by living with normal women on a regular basis (which would probably bring sexual desires back sooner or later) such as the salamanders or the SW, or by an allegiance to the Dark Gods, which destroys the mental indoctrination of the marine, and thus the sexual inhibition.
