Honestly I agree and it seems far too small. That's smaller then the active duty Soviet military during the Cold War. If the USSR was capable of raising over 50 million personnel (of differing quality obviously) in a national emergency, I would say a whole planet as militarized as Cadia should be able to raise far more then that.

Lexicanum says the population of the planet is only 250 million though, which is far too small imo given how prevelant Cadians are across the galaxy. But even accepting that number there's no reason they couldn't raise ~100 million actives/reserves/demobilized reserves/retired veterans if need be, and since a basic part of fluff is every Cadian learns how to fight at a very early age that would make sense.

The thing to remember is that "the prevalence of Cadians" also has to deal with that the Cadians have settled other planets and they do still consider themselves to be "Cadians".

I don't think Cadia has to worry about a lack of Astartes to protect it. Largest force of them deployed since the Heresy.
