The long held assumption before the Spartan I myth started was that the Spartan II was supposed to reference a second coming of the Spartan's of Thermopylae (the Fall of Reach was considered a sci-fi recreation of the story). It could also be a reference to Spartan II being the second project attempting to create super soldiers (Orion being the first).
I welcome you to find a "Spartan I" project referenced anywhere in the canon. I haven't read all of it, but damn I've read almost all of it and I've never seen it. Almost all information directly about it comes from I Love Bees which Bungie declared non-canon.

Well, I hated the ending, as the cliffhanger was lame and Bungie didn't decide to explain in any sense. Hopefully this game finishes the story though. I was kinda disapointed with 3 because the story was wrapped up in a "meh" manner. Looking forward to another Halo and CEA

It's called Spartan-II because of both ORION and the spartans of ancient history. Halsey says as much in her journal (which is an excellent read for fans of the fiction, by the way).

Kind of hard to avoid them when talking about potential story lines. Of course, I think Halo Reach already destroyed the canon by retconning almost the ending of Fall of Reach and ignoring Ghost of Onyx first half dozen chapters or so. So, I suppose it is somewhat irrelevant now.
