The rule is incredibly simple and easy; why you insist that you have found a mistake or are the lone voice of reason is beyond me.

That order is not what the rules say.
That order is what the 4th edition rules said to do.
The 5th edition rules say to: "Roll a
d6 for every vehicle that has entered, left or moved through one of more areas of dangerous terrain during it's move."
That means Move->pass through terrain->stop at the end of your move->Test.
"Halts Immediately" means nothing as it has no interaction with the rules for when you test.
"Carry on moving" can easily be a reference to further movement phases/special rules dependent on moving,since the vehicle is not Immobilized.
The example for being immobilized just outside of the terrain should also just plain be ignored as an example that breaks the rules.
There is nothing in the sentence I quoted that says to stop moving and take the test at any point; It can be read in 2 different fashions though:
1) Test each vehicle individually after it has finished moving.
2) Test each vehicle individually after every vehicle is finished moving.
The only thing that we can be absolutely sure of is that each vehicle individually must be tested for(and only once) in the movement phase.
I have seen no argument that does not hinge on a basic: "well, some wording from 4th edition still exists, therefore the rule must work the same as it did in 4th." This is simply untrue because the wording for when the test is taken changed drastically; only some of the effects of the test have remained the same as in 4th(and one of those as an example).
