Hi all.
Pre-measuring is absolutly fine in rule sets with solid well defined tactical gameplay.

However , if guessing ranges is 'one of the only player skills left in a game'.
Then I would say the currrent rule set is in dire need of a re-write!

In my last game of Friefly , my BA10 armoured cars were a transport unit, flanking unit, tank hunting unit, scout unit and finaly a screening unit.
NO SPECIAL RULES, just lots of options to use all units in many tactical ways, due to Firefly being a modern tactical wargame.

When the game allows loads of tactical gameplay, pre-measuring doesnt diminish the gameplay.

When a game has heavy strategic loading ,some times target selection and guessing ranges IS the extent of the tactical game play!(As the list taken tend to pre-determines the rest of the interaction.)

I agree. Not 100% waterproof, but I like the idea of you being tha commander making decisions without ALL the information. You can estimate, and your men probably do know all the distances, but you have to make choices without that same information.
