So....
People are free to provide their own opinions on how it should work, which is largely the point of any rules discussion. That allows people to see what other players think about the issue and make up their own mind about what to do about it. They're still going to need to discuss it with their opponent, but it gives them a starting point.
Discussing tournament rules is admittedly a little more pointless, unless people are just after an idea of what is most commonly done, or after an explanation of how it is done at a specific event.
