Doesn't matter if it's obvious, you're still "getting permission" to measure twice in the same phase. Which means a BT unit will never declare a target that's out of range (or shouldn't) because they were allowed to measure before declaring.

I'm truly stupefied how many people honestly claim that such a perfectly clear rule wouldn't work.
I just picked up the codex from a shelf and showed it to five people who didn't play during 4th and have never seen the black templar codex before, and every single one of them understood what do without fail. Four of them laughed when I told them that people didn't know what to do with that rule.
Failing execute "Kill them all!" properly is really on par with failing to execute infantry movement properly.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

Unless the closest unit is out of range. If you want an absolute-there is no other way to know for sure way to tell, you have to measure if you fail. After you declere what unit is firing what, you roll if you pass you pick a target as normal. If you fail you have to find out who is the closest. As I said 99% of the time it will be obvious. When its not then measure to see who is closer. Your target has been picked for you and you have already declared what is firing so I see little in the way of how to determine any advantage from this. Your target has been decided for you. Continue with the rest of the "standard" process for the shooting phase.

Actually, the rule tells you to only test if you are not shooting the closest, so you'd have to figure out whether you are shooting the closest before testing.
