There is no problem with blood angels that are painted blue. As long as you have all the weapons and armor modelled correctly then your golden.

As for the OP: At the moment, those Skitarri look like they should be played as IG. But, by the time he puts in massive hover tanks, jet bike attack platforms and swarms of mechanical critters I daresay it will look a lot more necron-y.

For the most part I'm fine with a counts as army, so long as 1)on the correct base, 2)ruffly the same size (alternatively if well modeled, have a stand in of the original model on the side to place down for LoS, i.e. short armoured dogs as literal "space wolves" I'd be very happy to play against it, but if I'm trying to draw LoS over a wall or similar I'll insist drawing to the official model's height), 3)looks fit the stats.
@Julnlecs: I'd be fine with it so long as it's keeping more or less to WYSIWYG, though I'm of the mindset that the majority of SM armies are the same with a different "standard" colour scheme and a few extra special rules/ variations that should for the most part be all in the one book. But before any SM players kill me, I'll concede that the variation is growing and my belief is slowly becoming out dated.
EDIT: thought I'd clarify my alternative #2, I like to hold to this in reverse also, if you have a 2" tall model of awesomeness counts as SM, I'll happily go "I can draw LoS to that model, but if you put down that 1" model it represents I wouldn't be able to see it... So I can't see it"

Oh on somethings we're in agreement. Bad counts-as makes it a lot harder to bring cool counts-as to tournaments. And speaking to the counts-as primary codex color schemes counting as different marine books. If it's a custom chapter I have no problem with them being whichever marines they want that week, but that's because I've got a huge custom chapter that has a terminator company, veteran company, tatical company, and assault company at this point. I have more of a problem with unpainted and non-wysiwyg models being different chapters every release. If you paint them and they are wysiwyg then your good to go since marines all share a similar profile.
Regarding his current models I think counts as armies need to be taken as a whole. Uploading the most basic troop in the army (one which you'll have to do the most conversions on and so will try to keep them relatively simple) isn't a good idea. Uploading that unit with another elite unit and a vehicle? You'll probably get a different response.

If not for the competition factor (tournaments) and its corresponding limited time factor - don't think many people would have a problem. I'd love to this finished work on "Armies on Parade" and in the end cool armies like this do a lot for the hobby as a whole. But in a tourney setting where time is of the essence (keeping in mind fully that there are TONS of other distactions besides trying to figure out which guy is what) I could see people not wanting to hassle with it.

oh yes. you have yet to see my servo skull swarms, menial combat servitor flayed ones, iron priests and grav rhinos (akin to the HH collected visions adeptus custodes one)
