My only comment would be in regards to the OP. Yes the KFF Mek is the best unit when attached to a squad and providing cover to other units.

However if the OP meant the best stand alone unit, in a vaccuum, in a codex, then that would have to go to the Ork Boy mob which would include all options available, Shoota vs. Slugga, Rokkits vs BS, Ard boyz vs normal, Trukk or not, PK Nob with BP.

The mob is so big it can usually find some cover and can also claim 5 objectives at once!

Necrons would be Scarabs, hands down

onolith dies turn two to a variety of fast moving melta things (Obliterators, Attack Bikes, Land Speeders, Fire Dragons in a wave serpent, Bright/Dark Lances... what else have I lost it to on Turn 2... Oh ya, Battlewagon with a Deff Rolla)

Necrons would be Scarabs, hands down


Much as I love scarabs, my vote would be for Triarch Stalkers.

Reliable AT in a book with mostly low strength or ap- is priceless, and the TL is beautiful.

Dark Eldar: 3k

Orks: 2.5k
Necrons: Vassal
