Either. The Black Templars demonstrate the Tau's complete weakness in close combat (not to mention their cowardice for disdaining it instead of trying to improve on it), while the Ultramarines show that even in ranged, properly-led Astartes can defeat the Tau. The only things I see that can fight Astartes on even terms (or something close to it) are CSM and Aspect Warriors.

A mon-keigh. But still I broke off my wings so that I might carry him easier. I took him from that place, into the snowstorm where our tracks will not be found. He is heavy. And he is dying. And he is slowing me down. But I will save him. Why? I know not. He is still warm. I can feel his blood ebbing across me. For every beat of his heart, another, slight spill of heat. The heat blows away on the winter wind. His blood is still warm. But fading. And I have spilled scarlet myself. The snow laps greedily at our footsteps and our lifeblood, covering them without a trace as we fade away.

'She sat on the corner, gulping the soup down, uncaring of the heat of it. They had grown more watery as of late she noted, but she wasn't about to beggar food from the Imperials or the "Bearers of the Word." Tau, despite their faults at least didn't have a kill policy for her race.'

Your right, they are the bravest beings in the galaxy. They daily face enemies that would drive lesser men insane. They daily stand and fight against xenos built for war, against the corrupted demi gods of man, and against the very essense of Choas. With out the Humble guardsman , and his humble lasgun, the galaxy would have colapsed into total anarchy. The Guardsman are what stand between oblivion and the galaxy. They are the breavest soldiers in the galaxy. Name one other as brave. You cant. Orks, Necrons, Choas space marines, and regular space marines either are so crazy they cant feel fear, or are robots, or are psychconditioned to know no fear. Eldar, they see the future, and know when they will fall, so death isnt scary. Tau are among the bravest as well. Due to they fight alot of the same eneimes.
You bring up commissars, they are not just there to kill cowards, they are there to provide tactical advise and ensure the men do not fall to chaos. Their not the flanderized versions your thinking of.

Not one on one they can't. You'd have to seriously outnumber/out think them to beat them. And no loyal Guardsman would ever fire on a Space Marine. The Inquisition (and the Chapter) would have your head.

But I agree. Guardsmen are the bravest not because they can't feel fear, but they feel fear and overcome it. Yes, there are cowards in each regiment, but that's what priests and commissars are for, to inspire/intimidate them into confronting their fear, or failing all else, to use them as examples. I like the Space Marines, but I will acknowledge and respect the Imperial Guard's courage and service to the Emperor.

Seconded. Those Dark Eldar really know how to have themselves a good time.

Vect's coup, in particular. Several Space Marine chapters humiliated, the streets filled with an exhilarating orgy of bloodshed and close-combat, the skies buzzing with attack craft and pulsing with defensive cannon fire, Vect's main rival killed via a giant starship ploughing his towering base into the ground... And Vect planned it all. Maximum entertainment, 100% success and the usurpation of command over an entire pocket dimension all in one fell swoop. And no karmic consequences whatsoever! Kind of makes Abaddon look like a total noob.

Boy, that crafty little Archon really does have it good, eh? ...Well, you know, for a completely immoral and sadistic monster, that is.
