Which would have been very entertaining if JotWW required a To Hit roll but Blood Lance did not.

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Yeah, so much for that theory

It really looks like GW went through every psychic power and flipped a coin to decide if it rolls to hit.
Mind War is pretty unique in a few ways. Do you have any other examples?

It also doesn't target a unit, but that may be nitpicking...
