Knowing what we do about Trazyn, the answer to this question is really going to depend on why, precisely, he collected the guy in power armor in the first place.
Is it because the guy is somehow important? In that case, the armor might be secondary, added "just for show".
Is it the armor that's the actual valuable part, the piece that Trazyn wants to show off? In that case, the guy inside it is just a guy in the armor, and may not be anyone important.
Trazyn is not a stickler for detail. Many of his collections are meant to just capture the "feel" of a great scene from history. As mentioned elsewhere, his "the Death of Lord Solar Macharius" contains stasis-held Guardsmen from regiments that are hundreds of years post-dated from the event, and weren't present at the original event anyway. He's more interested in the pageantry of the collection, rather than being accurate down to every last tiny detail.
That said, this guy in power armor might just be a big guy in interesting armor, not anyone particularly important.

You guys need to read the white dwarf when the necrons first came out last year... Trazyn says to Sicarious that he is in custody of his primarch and that he is obviously safer with trazyn than his own children.
Im definitely glad they went this route as it sets up a sort of nemesis role for trazyn giving the necrons both a dark tricky side, and a tragic honorable side as highlighted by Ankyr and Zandrehk

They have Dorn...
He's in the Phalanx.
Now I think Trazyn is a fairly powerful character but sneaking on board one of the biggest spaceships around with an entire SM chapter and their serfs on board may just be out of his league...
