There was, but I believe the US pulled out of it which lead to the treaty essentially being worthless.
I'm not sure why, but I think it was at the same time as that 'missile base on the moon' thing cropped up. Even though it made me think of the whole 'Star Wars' program of the Reagan era (i.e. the military-industrial complex in Washington carries a great deal of power, but not that much where they would have to spend tens of billions before it was even implemented), and that the whole thing doesn't really seem feasible, it was enough for Bush Jr. to say that they didn't want to be part of any treaty that limited the US's military capacity.
There were some rumours as well that the Chinese already have anti-satellite systems on their own satellite, and the malfunctioning US 'weather satellite' that was blown up a couple of years ago was in fact a spy satellite.
Now I have to move my base on mars... I already moved it from the moon... I think I'll put it in orbit around Jupiter this time, should be safe for a while... god I hate moving.

How does volunteering to be part of one of the most significant events in Humanity's history in any way make one stupid? Also, you simply could not send someone who is stupid. You would need the best and brightest engineers, heck, taking along a psychologist wouldn't be a bad idea either.

Smashing as asteroid into Mars?
Thats not going to accomplish anything.
Any heat generated by the impact will be minimal and quickly be lost by the thinner atmosphere.
What really needs to be done is to melt the CO2 icecaps and release it to create a thicker atmosphere that can trap in heat.
This would be accomplished by orbital mirrors that would focus the suns heat onto the caps. This will also release the water trapped in the poles too.
At this point, cold tolerant plants can be introduced to Mars. This will begin to generate oxygen from the large quantities of CO2.
The extra CO2 will partially compensate for the weaker sunlight so the plants won't be as slow to grow. Plants from the arctic tundra will be ideal for the environment.
Water will be the biggest problem. The poles will only get us so much. Some minor bodies of standing water is all that we'll get, but its a start. The establishment of a colony on Mars will be useful as it can be a base to search for ground water. Nuclear powered rovers with ground penetrating RADAR will be useful(that could even be done before the Colony is established) in looking for water.

But seriously, it could be a source of water. Once we have decent space engines and a way of reaching and leaving a planets surface we could begin transporting water from Europa to Mars in giant tankers.
The water would freeze in transit, but that could be an advantage. The chunks of ice could be jettisoned just above Mars and allowed to fall to the surface. The friction of entry would melt the ice and directly inject water vapor into the atmosphere.
