As someone who's studied Koine Greek, yes it does. It is almost identical to Greek.
The alphabet anyway. I couldn't speak for the language.

Aaron Dembski-Bowden is a writer for Black Library.
He is a particularly popular one at that.
I know he's on the site I'm just fairly sure he uses a different username... I think.

Then you would be much better off taking those great ideas and rolling them into something new and different. You'll get much further as a writer if you write something new than if you just take someone else's setting, change the name, and plonk your own characters into it.
If your story requires the use of the 40K setting, than it's not a great new idea. It's a 40K story idea... which might still be great, but if it is, it will be great as a 40K story. As a different book just using 40K ideas, it's just a rip-off of 40K.

Before attempting to publish anything , go see a local and licensed lawyer. One that specializes in copy right and trademarks. Don't ask for legal advice on DakkaDakka. You'll get lots of posts, but no actual legal advice that will help you in a court of law.

You can't knock me for saying that GW is pretty tolerant about their IP, then cite a fan film that they tolerate.

Except for the whole wreck of when they actually figured out how German copyright law figured into all of it, they went in and shut it down.
Didn't stop copies from 'leaking' onto the interwebs, but there you go.

I'm not exactly sure why you are trying to shoehorn the 40K universe into whatever it is you are working on (you didn't answer the question about what exactly you are trying to do, ie fiction, new game, etc).
The premise you provided sounds like it doesn't have anything to do with 40K (it actually puts me in mind of Star Wars for some reason, probably the use of a Chancellor taking power). Why does it have to be orks/orcs the human empire starts fighting with? Why is the premise dependent on Eldar/Tau/Necrons and specific 40K worlds when your premise doesn't mention any of those races or worlds? Your initial premise seems generic enough to where you can make up stuff instead of trying to incorporate existing IPs.
Also, keep in mind that the Tau Empire probably didn't exist in 3400, Necrons were still asleep, and the Eldar were too busy being hedonists to worry about humanity

The point was that one film that they have allowed to continue production doesn't make them 'tolerant' of such things in light of their history of shutting down any fan work that they feel is profiting off their IP.
And going by the Damnatus example, and what happened to Dreamforge and his 'not-titans' ... the fact that they've allowed Lord Inquisitor to continue production in no way guarantees that they'll actually allow it to be released when it's finished.
