Ok, let me see if I can make this work. Brace yourselves, I'm actually trying to rationalize male sisters of battle. I can't believe I'm doing this. I'm the OP and I posted it as a joke...
There's a planet, and they follow a strict primogeniture arrangement of "the first son gets all the stuff". The only problem is that this leads to lots of squabbling when you start having more male heirs. So, they adopted a tradition where all the male babies after the first are raised as female, to avoid any problems regarding inheritance.
The Imperium shows up, wonders why the planet has a 90% registered female population, and with typical Imperial care and forethought (in other words, not any) plops down a major SoB recruitment center to draft the bounty of "female" recruits.
There, I did it. Can someone please pass me the brain bleach?

You failed.
Even on Earth where several cultures have had strict primogeniture they simply send the sons off to join the military or the priesthood or use them to marry into other families.
Raising males as females is kinda silly and assumes they simply forgot the Imperium is always looking for people to join the Guard.

As a fluff-nut, I feel somewhat compelled to point out that this isn't how they recruit at all, at least in GW's own fluff. Sisters of Battle get their novices exclusively from the Schola Progenium, taking in the best of those orphan-girls that were raised by the Ecclesiarchy from infancy. Apart from a rather high risk of "discovery" in day-to-day activities throughout their ~12 years in this gender-segregated facility, I would also assume that the Schola features medical check-ups and examinations, not in the least to discover genetic mutation and root out possible psykers.
That being said, here's your Male SoB.
