Perturabo is too siege oriented and sulky to do the job. Lorgar might be suitable but a hunch tells me the other Primarchs wouldn't listen to him. Maybe Magnus or possibly Angron but I doubt it.

It's implied that Erebus locked Lorgar away in his tower so he couldn't interfere with his plans.
I call b.s on that.

Erebus would quickly be put in his place if he tried to do something like that.
